ABOUT THE POSITION



The Riverside County Information Technology department has an opportunity for an Information Technology Manager (ITM) IV in Riverside.

The IT Manager IV will report directly to the Assistant Chief Information Officer (ACIO) within the Technology Services Bureau (TSB) a division of more than 150 professionals dedicated to delivering countywide technology services. This position provides strategic leadership and direction for several critical teams supporting Riverside Countys enterprise technology environment including Microsoft 365 identity infrastructure departmental support and client management. Final team assignments will be determined based on organizational priorities and the selected candidates expertise.

Initially the IT Manager IV will oversee up to five Supervising Systems Administrators and their respective teams with the scope of responsibility expected to evolve in alignment with departmental needs.

The ideal candidate will demonstrate exceptional leadership strategic vision and the ability to collaborate effectively with peer IT Managers to advance enterprise initiatives and address complex operational challenges. A strong background in leading large-scale technology teams supported by relevant education and professional training is essential for success in this role.

Highly desired experience includes providing enterprise-level technology oversight across platforms such as Microsoft environments (including M365 Suite Microsoft Servers and Desktops) Proofpoint VMware environments (including VCF VLCR and VMC on AWS) Veeam and major cloud services including AWS Azure Wasabi and OCI. Familiarity with GenAI platforms and PeopleSoft is highly desirable. A strong understanding of security frameworks and compliance requirementsparticularly within Azure Cloudis preferred along with expertise in Microsoft Azure security best practices and Office data protection.

The ITM IV class has been designated At-Will by the Board of Supervisors in accordance with the provisions provided under Article 6 Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer. This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3 Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position manage other employees or programs and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES


Develop strategic plans and implement operational plans for oversight of IT Administration and information technology infrastructure to support the County and departments business goals.
Organize and direct relevant activities in support of smooth operations; analyze and prepare a variety of complex reports and correspondences.
Develop and implement work plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities including hiring training and evaluating performance of staff.
Oversee and provide consultation in the development of operations and technology solutions to achieve business goals in a variety of areas.
Serve as a liaison; create and foster partnerships with others to deliver and improve services as well as participate in forums of common interest to IT professionals.
Establish policies and procedures as well as establish acceptable practices.
Manage a portfolio of projects to be accomplished in the short- and long-term.
Review and evaluate the effectiveness of IT Administration tools and ensure compliance with local state and federal laws rules and regulations; direct the development and implementation of automated reporting systems such as budget accounting and asset management systems.
Ensure customer satisfaction; measure and evaluate work productivity and customer satisfaction; oversee work group productivity ensuring a constructive operational environment and positive organizational behavior.
Determine and act toward meeting work group resource needs.
Prepare negotiate and present budget and other funding proposals; monitor expenditures; and operate within budget allocation; participate in the formulation of service fee rates and policies based on analysis trending and forecasting.
If operating as an administrator within the IT environment assist divisions and program managers with the development of individual budgets monitor deviations from approved budgets and recommend corrective measures including implementing internal controls.
Negotiate prepare review and enforce contracts and service level agreements; participate in the development of new programs to facilitate long and short-term strategies and financial plan objectives including major financial plans such as capital budgeting planning and investigation of financing methods.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited college or university with a bachelors degree preferably with major course work in computer science information systems electronics engineering voice/data communications public/business administration or a related field to the assignment.

  • (Additional qualifying experience in systems analysis applications programming user technical support network administration or telecommunications may substitute for the required education on the basis of one year of full-time experience for 30 semester or 45 quarter units of the required education.)

Experience:Four or more years of supervisory or administrative experience with responsibility for planning organizing and implementing budgets programs and projects. This must have included at least one year of experience supervising staff in any one of the following functions: budgets systems analysis applications programming user technical support network administration or telecommunications functions.

  • (A masters degree from an accredited college or university in computer science information systems public/business administration may be substituted for one year of non-supervisory experience.)

Knowledge of:Current technology in a changing environment; principles and practices of supervision including matrix based project management; emerging technologies and industry supported (e.g. healthcare law enforcement) applications as well as understanding applicability of new technology to operations; consensus building and other group decision processes; organizational dynamics related to budget human resource allocation authority to act and other factors critical to establishing realistic objectives and achieving goals.

Ability to:
Present technology vision and strategies to department and agency management; manage multifaceted and technically sophisticated projects and on-going operations; develop strategic plans for operation and growth; analyze user needs existing and emerging technology costs/benefits internal political considerations and utilize available financial and human resources; establish objectives activities and timelines and completing the work within those parameters; advocate for needed resources; persuade and influence others and negotiate desired outcomes; communicate with others from varied socio-economic backgrounds diverse cultural norms and conflicting priorities and needs; foster positive relationships and public relations.

This role is responsible for developing a vision aligned with departmental and countywide objectives directing staff toward defined operational goals and overseeing the creation and execution of development plans that adapt to evolving requirements. Key responsibilities include identifying and resolving system deficiencies enforcing RCIT standards and policies managing technical resources within budget and schedule and ensuring consistent delivery of high-quality services. The position facilitates team and customer meetings delivers organized presentations resolves issues within established timelines and ensures effective coordination across teams. Additional duties include documenting and sharing lessons learned identifying operational improvement opportunities integrating emerging industry practices conducting performance evaluations pursuing ongoing professional development leading internal task forces reviewing team status reports and maintaining compliance with all standard procedures and regulatory requirements.

Other Requirements

License: Possession of a valid California Drivers License is required to travel throughout the county including areas like Blythe to meet with customers.

A successful Security Clearance conducted by the Sheriffs Department is required for positions within the Riverside County Information Technology Department.

Hours for this position are 9/80 Monday - Friday and in-office.
