Job Summary

Main Responsibilities

Strategic thinking

  • Assist the Services senior management team in developing and updating its (medium and long-term) strategic vision.
  • Support the implementation of the strategic orientations of the Service by identifying and promoting the use of appropriate data and management tools.
  • Identify emerging issues that may have implications for the Service and contribute to their follow-up.

Reporting

  • In close collaboration with the the Engagement and Strategic Transformation Divisionand in collaboration with other Divsions as appropriate:
    • provide strategic analysis advice and support to EXD/PBF senior management using data reporting and evidence as core instruments to support decision-making.
    • Support effective communications across the Service within EXD across the Organisation and with Members (i.e. official documents presentations briefings newsletters etc.) and promote the use of innovative communication tools to enhance the Services impact and visibility. 
  • Provide complete accurate consistent and timely advice support and briefings to the Head of Division and the Head of Service. 
  • Actively engage with internal and external stakeholders as relevant to build strong collaborative relationships and effective communication responsiveness and issue resolution.
  • Foster co-operation and communication with the Service in particular related to any transversal matters and projects.

Resources

  • Participate in work related to staff development and other activities as per request.
  • Undertake analysis and prepare briefings or reports on aspects of the Services operations budget financial planning and management as requested.

Project management

  • Carry out or coordinate any transversal projects as requested by the Head of Division involving EXD/PBF staff and/or external stakeholders. This could cover:
    • Project design planning and reporting;
    • Project resources coordination;
    • Project implementation;

Qualifications :

Ideal Candidate Profile

Academic Background

  • Advanced university degree in business or public administration management finance or communication.
  • Advanced professional training in change management strategic management communication or project management would be an asset.

Professional Background

  • Minimum eight years experience in a relevant field including at least five years in the areas of strategic management organisational transformation or strategic communication preferably in an international and/or inter-governmental context.
  • Knowledge of the areas of budgeting finance information technology and business process improvement and management - or equivalent experience.
  • Proven project management experience.
  • Strong knowledge of the Organisations strategic framework integrated management cycle and internal control framework would be an advantage.
  • Demonstrated strategic approach in his/her decision-making processes and framing of ideas and proposals.
  • Experience in leading teams with proven ability to motivate mentor and empower individuals.
  • Proven ability to liaise effectively with a diverse range of stakeholders on critical issues.
  • Proven experience developing innovative solutions for business needs.
  • Proven experience demonstrating a collaborative mind-set critical thinking and strong communication and interpersonal skills.

Languages

  • Working knowledge of both OECD official languages (English and French) would be an asset. Knowledge of other languages would be an asset.
