Johnson County Kansas is seeking an innovative and detail-oriented public finance leader to serve as the next Director of Treasury Taxation and Vehicles. The ideal candidate is a strategic service-minded executive capable of leading complex high-impact operations.

The Director of Treasury Taxation and Vehicles oversees the combined office functions of the County Clerk County Treasurer Register of Deeds and Department of Motor Vehicles with more than 100 employees and a budget of $12.4 million. These offices handle land record documentation motor vehicle titling and registration property tax calculation tax collection and fund distribution. The Director designs and implements policies for these functions to ensure equitable taxation and supports the Countys commitment to being a high-performing organization through active demonstration of the Countys Pillars of Performance fostering leadership and empowerment at all levels.

Responsibilities

Reporting to the County Managers Office the Director will provide strategic planning and policy guidance as the Principal Officer of Clerk Register of Deeds and Treasurer serving as an internal consultant to other county departments.

  • Financial reporting to the Board of County Commissioners and the Johnson County community Investment Review Group Revenue Estimating Committee Johnson County Charitable Foundation State of Kansas and over 50 various taxing jurisdictions in the County.
  • Oversees daily operations to ensure alignment with goals resource management and compliance.
  • Supervises the Treasury Taxation and Vehicles leadership team providing direction facilitating communication and supporting employee retention development and engagement.
  • Facilitates employee professional development to ensure the highest level of customer service.
  • Prepares recommends and administers the annual operating budget for the department.
  • Represents the office in committees boards and professional associations collaborating with stakeholders.

Office of the Clerk

  • Maintains direct relationships with 50 taxing authorities to share land record data consolidate annual operating and capital budgets set mill levies and verify proper public engagement in the statutory budget-setting process.
  • Creates and maintains the ad valorem property tax roll.

Register of Deeds

  • Responsible for filing feeing recording and retention of approximately 86000 documents generating $6.8 million in revenue in 2025.
  • Interacts and maintains direct relationships with various law offices title companies financial institutions and other customers to record manage archive and retrieve all land records and other documents filed with the office.

Office of the Treasurer (Motor Vehicles)

  • Oversees property tax billing collection safekeeping investment and distribution of ad valorem property taxes and other revenues as well as maintenance of the tax roll for current and delinquent taxes.
  • Maintains direct relationships with 50 taxing authorities to distribute ad valorem taxes record maintain and account for property tax financing programs and provide tax estimates and audit confirmations.
  • Creates and maintains the ad valorem property tax roll.
  • Creates issues and collects over 230000 tax bills annually.
  • Responsible as an agent of the State of Kansas Department of Revenue to administer the motor vehicle title and registration processes for the largest county in the state; creating issuing and collecting over 564000 registration renewal and property tax bills for vehicles.

Qualifications

  • Bachelors degree in accounting business administration finance public administration or a related field (Masters degree preferred).
  • 15 years of progressive experience in the administration of complex processes and management billing collection and financial reporting requirements banking relationships legislative processes and considerable knowledge of public sector industry requirements trends and initiatives.
  • 12 years of progressive leadership experience in strategic planning goal setting and complex decision-making.
  • 10 years of customer service experience interacting and engaging with the taxpaying public.
  • Preferred experience in the creation and calculation of tax rolls and distribution of taxes.
  • Proficient use of computer software spreadsheets and budget related tools.
  • Strong analytical skills including research data synthesis and reporting.
  • Valid drivers license.

Salary and Benefits

The annual salary range for this position is up to $190000 per year commensurate with qualifications and experience.

  • The organization provides health dental and vision insurance; a phone allowance; paid leave; employer-provided HSA contribution; and employer-provided life insurance.
  • Johnson County offers two retirement plans a mandatory 6% employee participation into a defined benefit plan (KPERS); and a voluntary defined contribution plan with an employer match administered by Voya Financial with up to a 4% match into a 401(a).
  • Additionally the County offers supplemental group life insurance flexible spending accounts and health savings account.
