Overview and Purpose

The Data Manager supports the ASC Program by overseeing all contract-required data documentation and lifecycle records throughout the design construction testing and delivery. This role ensures full compliance with U.S. federal acquisition requirements Contract Data Requirements Lists (CDRLs) Data Item Descriptions (DIDs) and shipyard data governance standards.

The Data Manager serves as a key interface between engineering production quality subcontractors and the Government customer to ensureaccuratetimely and secure data submissions.

Essential Duties and Responsibilities:

This positionis responsible forthe following: Other duties may be assigned.

  1. Manage Contract Data Requirements Lists (CDRLs) from award through final delivery.

  1. Track due dates status reviews corrections and approvals for all contract-required data.

  1. Verify deliverables meet DID formatting and quality standards prior to submission.

  1. Maintain audit-ready documentation and version control for allsubmittedmaterials.

  1. Oversee the creation organization and maintenance of technical and program data.

  1. Ensure accuracy completeness and traceability of engineering productiontestandlogisticsrecords.

  1. Perform regular data quality checks and coordinate corrections with document owners.

  1. Support configuration management activities including revision control and configuration status accounting.

  1. Maintain alignment between design data as-built documentation and delivered configuration records.

  1. Ensure that all documentation reflects approved engineering changes.

  1. Submit documentation through approved Government portals (e.g. secure file transfer program-specific systems).

  1. Respond to Government comments deficiencies and re-submission requirements.

  1. Maintain clear communication across internal teams and Governmentrepresentativesto ensure data compliance.

  1. Support the set-up maintenance and management ofprojectrelated integration data environments and file sharing.

  1. Develop andmaintaindata metricsasrequired

  1. Ensure proper handling marking and storage of Controlled Unclassified Information (CUI) and other sensitive data.

  1. Follow all applicable U.S. federal acquisition cybersecurity and data protection policies.

  1. Support internal and external audits related to data controls and program compliance.

  1. Working with engineering Quality Assurance Production Subcontractors and Program Management to obtain required inputs.

  1. Support internal reviews milestone events and readiness assessments by providing complete andaccuratedata packages.

  1. Train users on data management procedures document standards and submission protocols.

Required Education & Experience:

  1. Bachelors degree in business Information Management Engineering Technology or related field; equivalent experience considered.

  1. Minimum three (3) years in data management document control configuration management or records management preferably in shipbuilding or federal contracting.

  1. Working knowledge of CDRLs DID and federal acquisition documentation practices.

  1. Experience with electronic document management systems (EDMS) PLM systems or data control tools.

  1. Strong understanding of version control metadata accuracy and structured data organization.

  1. Ability to interpret technical drawings specifications and engineering change documentation.

  1. Experience supporting U.S. Coast Guard Navy or DoD programs preferred.

Working Conditions:

  1. Office and shipyard environments including visits to production testing and integration areas.

  1. Ability to handle high volumes of documents with strong attention to detail and deadlines.

  1. Occasional travel for program reviews or supplier coordination may berequired.

Necessary Equipment Operation:

  1. MS Office (Outlook Word Excel Power Point etc.).

  1. Ability to useCustomerSupplied programs or websites.

  1. Office equipment including telephone scanner computer printer etc.

Special Skills:

  1. Excellent communication coordination and organizational skills.

  1. Familiarity with configuration management standards (-STD-973 EIA-649).

  1. Familiarity with related CUI handling cybersecurity standards and quality management.

  1. Experience working inshipyardsorcomplexfabricationor constructionenvironment.

  1. Proficiencywith spreadsheets dashboards and tracking metrics.
