Description of Work

*This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined it has the potential to extend up to 3 years (36 months). The primary purpose of this position is to coordinate NCs federal grants programs under FEMA NDSP & HHPD grants and multiple USGS grants as well as NCs new state Dam Safety grant program under the direction of the Director and Business Office of DEMLR and serve as technical Project Manager for resulting contracts as assigned. The millions of dollars in grant funds provided by the NC General Assembly FEMA and USGS help to fund the state Dam Safety Program Geological Survey Program and related projects which include dam repair and removal EAPs education research and contracted projects.

The Projects Manager will manage and oversee the full life cycle of the grant and project completion processes: monitoring and tracking costs ensuring that selected projects meet the requirements of the Notice of Funding Opportunity (NOFO) overseeing sub-recipients applications and awards collaborating with external and internal partners project/data tracking and analysis issuing work orders through procurement completing periodic reporting attend audits by the State and FEMA and ensuring compliance with all applicable State and Federal laws guidelines policies and requirements. Technical aspects of the projects will be overseen by an Engineer within the Dam Safety Section or Geologist in the Geological Survey Section and are not the responsibility of the Projects Manager.

Develops the FEMA Dam Safety Grant Applications and assists with the USGS Geological Survey Grant Applications that must be submitted annually to FEMA and USGS within a prescribed timeframe.

Responsible for handling the competitive grant selection processes for 1) grant applications to federal agencies by DEMLR and 2) grants or loans offered by DEMLR from budget sources authorized by the General Assembly

Project manager and Coordinator for any of the grants and resulting contracts that might be issued for projects related to the grants as assigned. This could include grant/contract administration budget management reporting project SME for grants/contracts technical project management and other items as assigned.

Manage intermediate annual and formal closeout reports are required to be submitted to the granting agencies (FEMA USGS DEMLR DEQ etc.). These reports include descriptions of completed work projects and the accounting for how the money from the grants has been spent and matched. These reports are due to the agencies on the required timelines specified by each grant. The contents and submittal timeframes must meet the granting agencies requirements.

Leads development reviewing and negotiating scopes of work for contracts and MOAs.

Manages providing preproposal consultations for proposed projects. This occurs most often during the open submittal period but may occur throughout the year. This may include visiting projects both prior to and during implementation for audit purposes.

Other duties to include but is not limited to attending training and workshops responding to information requests serving on committees assisting with emergency response activities giving presentations on the programs preparing correspondence planning and conducting basic employee responsibilities (timesheet performance management planning staff meetings etc.).

Supplemental Information

The Division of Energy Mineral and Land Resources (DEMLR) is comprised of two Sections: Land Quality and Geological Survey. For more information: Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety program as authorized by the Dam Safety Act of 1967 Mining Program as authorized by the Mining Act of 1971 Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by State Statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines dams sedimentation control for construction sites and stormwater permits for various activities and refers enforcement cases to the Attorney Generals Office.

DEMLR is responsible for scheduling organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.

The N.C. Geological Survey (NCGS) Sections mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps mineral resource and geochemical information topographic maps and digital products and earth science education initiatives. The NCGS examines surveys and maps the geology mineral resources and topography of the state and encourages the wise conservation and use of geologic resources by industry commerce agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins Open File Reports Information Circulars Special Publications and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

Minimum Education and Experience

Bachelors degree in accounting finance business administration public administration or a related discipline from an accredited institution or an equivalent combination of education and experience.
