The Civil Rights/Title IX Coordinator serves as the primary institutional official charged with ensuring compliance with federal and state civil rights laws including Title IX. This position leads the development implementation and administration of policies procedures and data collection efforts to safeguard against discrimination harassment and retaliation. The Coordinator manages the intake and oversight of reports and complaints assesses cases for jurisdiction and resolution options and ensures prompt and equitable handling in accordance with university and system regulations. As a designated Campus Security Authority (CSA) the Coordinator plays a vital role in campus safety reporting and disclosure.
Position is in-office located at Tarleton State Universitys Stephenville Texas campus. Regular work hours are Monday through Friday 8 AM to 5 PM with flexibility as needed to meet work requirements.
Responsibilities
System and Institutional Compliance
Serve as the Universitys designated Title IX Coordinator as required by System Regulation 08.01.01 and applicable federal law.
Coordinate and oversee Tarleton State Universitys compliance with Title IX and other civil rights laws relating to discrimination harassment and related retaliation.
Ensure institutional policies rules and procedures are consistent with System Policy 08.01 Civil Rights Protections and Compliance System Regulation 08.01.01 and member rules by reviewing and updating as needed.
Intake and Case Oversight
Receive reports and complaints of alleged discrimination harassment or retaliation from students employees and third parties.
Oversee the appropriate assessment of reports to determine jurisdiction applicable procedures and available resolution options including formal complaints and informal resolution.
Ensure the prompt and equitable processing of complaints in accordance with System regulations.
Investigations and Resolution Processes
Oversee investigation of and response to alleged violations conducted by trained investigators and ensure investigations are fair impartial and consistent with System regulation.
Provide guidance on specific Civil Rights cases in collaboration with the System Ethics and Compliance office and the Office of General Counsel.
Coordinate with decisionmakers appellate authorities and informal resolution facilitators as defined by System regulation and member rule.
Supportive Measures and Remedies
Assist with coordination and implementation of supportive measures for complainants and respondents as appropriate regardless of whether a formal complaint is filed.
Ensure remedies are implemented when a determination of responsibility is made consistent with System regulation and member rules.
Records Reporting and Documentation
Maintain appropriate records related to reports complaints investigations resolutions appeals and informal resolutions as required by System regulation and federal law.
Provide required reports and information to Tarleton State leadership and Texas A&M University System offices.
Training and Education
Coordinate and oversee training for investigators decisionmakers appellate authorities informal resolution facilitators and other individuals involved in the Civil Rights process as required by System regulation.
Support University wide education and training efforts related to Civil Rights responsibilities and reporting obligations.
Collaboration and Consultation
Serve as a resource for University administrators faculty staff and students regarding Civil Rights/Title IX compliance and civil rights obligations.
Attend meetings with campus and community stakeholders to foster collaboration share updates and address concerns related to Civil Rights/Title IX compliance and initiatives ensuring ongoing engagement and partnership across all relevant groups.
Identifies patterns or systemic issues formulates strategies for continuous assessment and evaluates campus climate regarding discrimination harassment or sexual violence.
Coordinate with the Office of General Counsel Human Resources Student Affairs and other campus offices as required to ensure consistent application of System regulation and member rules.
Minimum Qualifications
Required Education and Experience
Bachelors degree or equivalent combination of education and experience.
Three years of experience within an institution of higher education state or federal agency or large and complex organization in a leadership position with responsibilities in grievance processes investigations compliance reviews equal opportunity compliance sexual violence prevention or conflict resolution.
Required Knowledge Skills and Abilities:
Knowledge of current Title IX and related guidance requirements.
Knowledge of how other federal laws and regulations intersect with Title IX.
Ability to interpret and apply System policy regulation and member rules.

Preferred Qualifications
Preference will be given to candidates with:
Masters level education and/or with stated work experience directly related within higher education.
Five years of experience within an institution of higher education state or federal agency or large and complex organization in a leadership position with responsibilities in grievance processes investigations compliance reviews equal opportunity compliance sexual violence prevention or conflict resolution.
Compensation & Benefits
Salary: Commensurate with experience
Salary Range:
The target base annual salary range is $59370 up to $84311 and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
