Job Summary

Position Description:

CGI Federal is seeking candidates to perform resource analysis work in support of a USG agency in the Washington Metropolitan Area (WMA). Successful candidates will be capable of providing strategic/programmatic guidance to the USG agencys customers on moderately to highly complex issues. Candidates should be experienced at providing supporting documentation for budget exercises requests for reserve release supplementals and reprogrammings as well as performing operational short and long term trend analyses and preparing briefings on programmatic activities. The subject matter is moderately to highly complex and involves coordination across components and functions of the USG agency (human resources financial resources Working Capital Fund expenditures and contracts).

Your future duties and responsibilities:

Demonstrates professional competence as a Resource Analyst and awareness of all component or directorate programs and how they relate to the USG agency as a whole.
Support the annual budget build by developing the Program Budget Submission and the Congressional Budget Justification Book (CBJB) for the assigned organization.
Exhibits full awareness of physical technical human and financial resource requirements and availability for all of a component or directorate program both for the execution year and for all budget out-years.
Uses knowledge of component resources and alternative resource sources to propose and implement cost-efficient strategies for meeting mission goals.
Develops and implements long-range plans to accomplish component or directorate goals.
Prepares budget exercise submissions; assimilates information about program goals requirements costs and schedules; ensures that submissions are rational defensible and executable.
Ensures that program execution is proceeding within available resource constraints and remains consistent with goals; implements resource realignment (including from multiple sources) as required or in response to unplanned circumstances.
Exhibits broad comprehension of relevant statutes regulations and policies in resource utilization and in the budget development and execution processes.
Routinely constructs and maintains background documentation on programmatic and resource analyses discussions thinking and decisions to aid the components resource management continuity.
Strategic planning to include:
oExhibits awareness of the components alignment with strategic goals of the component directorate the USG agency and the Intelligence Community.
oParticipates in discussions to identify objectives specific actions and timelines to achieve goals in the plan linked with resource requirements.
oParticipates in discussions to identify performance measures associated with the goals and objectives of the strategic plan.
oSupports senior management review of performance against stated goals.
oPerform analysis on programs
oIdentifies and obtains information needed or relevant for addressing complex issues or taskings (e.g. supporting new policies or procedures developing business plans) such as trend reports within the finance system billing statements budget system reports and component tracking databases).
oAnalyzes multiple complex pieces of information to form logical sound conclusions about its value importance or accuracy.
oApplies analytic results including historical trends and significant findings in constructing budget submissions and assessing budget execution; draws inferences extrapolates and generalizes as appropriate; identifies gaps in information provided by analyses.

Advocacy of programs to include:
oPrepares documentation briefings and discussions that represent explain justify and defend program directions and resource requirements.
oConducts research to help respond to ad hoc taskings such as those arising from Congressionally Directed Actions and Questions for the Record; coordinates with other components in these taskings.
oPrepares straightforward and complex written documents that address topics and issues in a clear logical and organized manner; ensures that written materials are targeted to the appropriate audience.
oCapably leads or conducts briefings or meetings assessing audience reactions and appropriately addressing concerns questions and comments.

Coordination and collaboration to include:
oCoordinates cross-USG agency activities with resource managers and policy counterparts to ensure agency-wide integration.
oCoordinates with components regarding initiatives and current program status.
oSupports managers in the implementation of decision support tools models and methodologies to support business imperatives (dependent upon position of assignment).
oConsults with senior management on data and analytical requirements.
oDesigns and executes analytic studies to evaluate proposed or ongoing programs and activities that are highly sensitive or complex.
oEnsures data and/or systems are compatible and oversees integration of such systems with corporate applications.
oDemonstrates tools to staff senior management and external stakeholders.
oPrepares charts talking points papers and memoranda to present summaries and findings that clearly and concisely communicate complex information.
oCollaborates with appropriate components to ensure the integrity of corporate resource information.
oServes as a resource for developing methods to verify and validate data.
oObtains accurate information from a variety of sources that provides for consistent and comprehensive results; determines the appropriate tools to mine evaluate and present data culled from corporate repositories.
oImplements highly innovative effective procedures and processes to solve the difficult problems and cost equations; identifies and resolves data discrepancies.
oFollows standards and makes recommendations for change to the design implementation and use of corporate repositories.
oCreates databases to facilitate analysis develops complex information repository systems/methods and standard reports for use across the work unit office and Directorate or Mission Center.
oReviews highly complex and/or sensitive initiatives and draws conclusions about required funding levels.
oLeverages professional network and experience to provide value-added input; identifies key players. Establishes fosters and maintains constructive working relationships with these groups.
oParticipates in a discussion aimed at identifying performance measures associated with the strategic direction and goals; works with senior management to evaluate performance in relation to stated goals and recommends necessary correlated measures.
oInforms management team of requirements/ad hoc tasking and document initiatives.

Required qualifications to be successful in this role:

Ability to obtain considerable knowledge of the USG agencys strategic planning and resource management processes.
Ability to obtain considerable knowledge of the USG agencys program planning and execution processes.
Considerable knowledge in the use of automated program planning software applications.
Considerable knowledge of business resource planning practices and ability to obtain knowledge of the USG agencys budgeting practices and procedures.
Ability to obtain working knowledge of USG agencys mission plans and programs needed for participation in the decision-making process.
Ability to obtain considerable knowledge of the USG agencys regulations policies and unique authorities.
Considerable knowledge of appropriate Federal regulations and laws for area of assignment.
Considerable knowledge of quality assurance procedures to ensure data integrity and timeliness of the data.
Strong interpersonal skills are necessary to elicit cooperation and support from others and to interact tactfully and effectively with co-workers supervisors and other employees.
Strong oral and written communication skills sufficient for responses or briefings on substantive research topics and issues to a wide range of technical and non-technical customers co-workers and managers.
Ability to manage competing priorities and work requirements by continuously evaluating the needs of the organizations mission against on-going work; and planning/scheduling own and units work.
Ability to interact with people who have different values cultures or backgrounds.
Ability to interact with customers employees and managers at all levels in order to contribute to and influence decision-making and resolve conflict.
Working knowledge of Project Management concepts and principles.
Ability to apply analytic and diagnostic techniques and quantitative techniques sufficient to identify evaluate and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues.
Working knowledge of management science operations research or cost analysis methodologies.

Minimum Qualifications

Clearance: A Top Secret clearance with polygraph.

Experience: Minimum of eight (8) plus years progressively responsible professional work experience in project/program management quantitative analysis financial analysis or structured approaches to analysis to include data manipulation comparable to a full performance level program analyst. Or eight (8) years of progressively responsible experience comparable to work functions performed at as a Cost Estimator or as a full performance Resource Analyst or equivalent.

Education: A bachelors degree is required. A Master of Business Administration (MBA) may substitute for two years of applicable work experience at the full performance level (only 6 plus years would be required).

CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set level experience relevant training and licensure and certifications. To support the ability to reward for merit-based performance CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $113380.00 - $250920.00.
