The Office of Management and Budgets Mission:
The Office of Management and Budget serves Commissioners Court in carrying out its vision for Harris County government. Our mission is to assist the Court in safeguarding the Countys fiscal health achieving strategic objectives promoting transparent accountable government and serving the residents of Harris County.
The Office of Management and Budget has four primary areas of responsibility:
BudgetEncouraging efficient resource allocation through development of County budgets that are aligned with the priorities of the community and of elected officials.FinanceRaising funds for capital projects and managing the Countys investments. Acting as a trusted and fiscally responsible steward of taxpayer dollars.ManagementImplementing the strategic priorities of Harris County by coordinating financial resources and department activities. Communicating to the public and to Commissioners Court relevant non partisan and accurate budget financial and performance data.PerformanceEnhancing governments effectiveness through financial and data analysis. Delivering applications dashboards maps and technical support to assist Commissioners Court departments and agencies in achieving their goals.Risk ManagementEnsuring the safety of the Harris County workforce in compliance with all applicable laws and regulations. Coordinating local state and federal financial resources to respond effectively to natural and public health disasters.Position Summary:
The debt analyst assists the debt manager and is primarily responsible for Commercial Paper (CP) draws to provide interim financing of capital improvement projects. The debt analyst is also responsible for CP interest payments CP reconciliation and monitoring and tracking CP arbitrage for the County and Flood Control District. The debt analyst assists in the bond issuance process.
Duties and Responsibilities:
- Processes commercial paper draw letters
- Reconciles commercial paper transactions
- Prepares CP arbitrage schedule
- Prepares monthly and quarterly CP reports
- Prepares agenda letters for CP funding
- Prepares wires to transfer Capital Project interest into the debt service funds
- Prepares wires for CP interest payment
- Assists in the bond issuance process

Education:
- Bachelors degree in Finance Accounting Economics or Business Administration from an accredited college or university
Experience:
- Minimum of two (2) years of relevant experience as a debt analyst or equivalent
Knowledge Skills & Abilities:
- Microsoft Word
- Microsoft Excel proficiency
- Able to handle multiple tasks
- Project management
- Insurance or risk management principles
- Computer proficiency
- Communication skills
- Recordkeeping

Position Type and Typical Hours of Work:
- Full-time position with typical workdays of Monday - Friday
- Occasional overtime and weekend hours may be required to meet the specific needs and demands of the department.
Work Environment and Physical Demands:
- Mostly office environment but some outdoor activities may be required.
- Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
