Plan International Pilipinasis a girl-centered community-focused non-government organization serving the Philippines for the last 64 years.

We are a newly locally registered Foundation connected to 80 Plan International offices worldwide.

We work with around 7000 partner communities or barangays across the country delivering programs on (PIER) Protection from Violence Inclusive Health Education to Economic Empowerment and Resilience and Humanitarian.

We have 30000 sponsored children and 2.5 million program participants co-creating lasting impact especially for girls.

Plan International Pilipinas is looking for a Monitoring Evaluation Research and Learning (MERL) Officer to support the Philippine implementation of the Global Teen Digital Wellbeing Initiative a project that promotes digital wellbeing online safety and resilience among adolescents ages 1319.

This regional initiative will reach millions of young people through learning sessions youth engagement and large-scale digital the Philippines we will deliver a localized digital well-being curriculum in schools and communities while working closely with youth groups educators and local partners.

About the Role

As the MERL Officer you will design lead and coordinate all monitoring evaluation research and learning activities for the project. You will ensure that we gather accurate and meaningful data that helps measure progress understand changes in behavior and strengthen digital wellbeing programs for adolescents parents/caregivers and educators.

You will play a key role in ensuring that the project remains evidence-based ethical childcentered and gender-responsive. You will work directly with the Project Manager and collaborate closely with Plan Internationals MERL team regional colleagues and community partners.

What You Will Do

  • Develop and implement the projects MERL framework indicators and tools.
  • Ensure that project activities follow the Logical Framework and approved M&E plan.
  • Lead baseline assessments using both qualitative and quantitative approaches including digital wellbeing and social mediabased surveys.
  • Manage pre- and post-tests within online learning modules to track changes in knowledge attitudes and practices.
  • Organize learning events and platforms to share project insights and results.
  • Produce child-friendly project briefs flyers and newsletters.
  • Guide and oversee monitoring and evaluation work in assigned schools or communities.
  • Prepare and submit reports required by the donor National Office Country Office and other stakeholders.

Qualifications

  • Graduate of Social Sciences Statistics Social Work Community Development or related fields.
  • Training in project management participatory research and monitoring and evaluation especially involving children and youth.
  • At least 5 years of experience in development work with a minimum of 3 years in MERL for community-based or social development projects.
  • Solid understanding of social science research project evaluations participatory approaches (e.g. PRA) community development and database or training management.
  • Experience working in emergency or humanitarian settings is an advantage.
