Salary: $7449.00 - $8687.00 Monthly

As theHuman Resources HRMS and Data Manager you will report to the HR Deputy Director and oversee the HRMS data team. You will be responsible for maintaining the integrity of the data for DNR in the HRMS system manual and electronic personnel files and other related HR systems that utilize HRMS.

Duties

Responsibilities:
Manage HRMS Data and Employment Files

  • Manage and oversee paper and electronic employment files HRMS and related HR systems that utilize HRMS e.g. MyPortal Org Management tools (SABA) and HR databases.
  • Ensure the proper input and maintenance of all human resource-related data and maintain proper employee lists.
  • Ensure employees have proper security roles for HRMS systems and other HR databases.
  • Along with the Data Steward respond to surveys public records requests and other data requests and provide regular reports to DNR leadership.
  • Provide General Human Resources consultation regarding HRMS and Data rules and regulations. Provide presentations and information to employees and staff on human resources laws regulations and policies.
  • Act as back-up for the HRMS Data Steward as needed.
Data Processing and Management
  • Liaison with Payroll Information Technology and Business departments for work-related business decisions.
  • Work with the HRMS team to create and maintain electronic processes and forms.
  • Manage the preparation of required and ad hoc HR Reports; and coordinate the Exit Data Survey and other surveys as requested.
  • Responsible for the oversight of data and manual file audits.
OneWA HRMS Conversion
  • Designated as the main liaison and partner for DNR Human Resources and State HR for the OneWA HRMS conversion to Work Day.
  • Supervise
  • Supervise HRMS Data Steward (HRC4) trainer (HRC2) and HRMS processors (HRC1) ensuring proper maintenance of employment files and system-wide data input and reporting for DNR. Oversight of Regional HR staff accessing and entering data into HRMS systems.

Qualifications

Required Qualifications:

  • Bachelors degree in human resource management business accounting or related field from an accredited institution;
    OR an equivalent level of education and experience.
  • Four years of broad-based professional human resource experience which includes HRMS responsibilities and advising and consulting on human resource issues.
  • A working knowledge of Microsoft products.
  • Extremely proficient with Excel.
  • Proficient in data mining to produce complex reports.
  • Ability to lead teams and build effective interpersonal relationships.
  • Ability to lead change and effect change through influence.
  • Excellent research analysis and problem-solving skills.
  • Excellent customer service skills.
  • Excellent supervision skills.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to interpret and apply related statutes rules CBA terms policies procedures agency practices and general human resources theory.
  • Demonstrated ability to independently provide consultation on complex tactical and strategic issues to clients in each area while building partnerships with client managers and supervisors aligning human resources with organizational mission goals and deliverables and providing excellent customer service.

Special Requirements and Conditions of Employment:
  • Position duty station is the NRB. May be eligible for a hybrid telework schedule upon approval of the Appointing Authority.
  • Minimal. May need to travel for training or state HR meetings.
Desired Qualifications:
  • Masters degree in human resource management business accounting or related field from an accredited institution.
  • PHR SPHR or equivalent SHRM SHRM-CP or SHRM-SCP certification.
