SUMMARY
This is a high-level technical and administrative role managing the consultant inspection staff hired to conduct construction inspections of Storm Water Services storm drainage improvement projects to ensure compliance with local state and federal specifications. This position reports to a Construction Manager. Work requires the use of technical expertise judgment and discretion. Work is performed under limited supervision and is reviewed for completeness and adequacy of results obtained. Work involves considerable contact with the public contractors consultants and other City employees.
The salary range for this position is $37.76 - $41.94/hr. Commensurate with Experience
Major Duties and Responsibilities:
Manages contracts contractors and inspection services of storm drainage repairs and construction for compliance with contract documents.
Meets with contractors consultants private utility representatives and Storm Water Services staff regarding future and current projects; coordinates work with contracted construction inspectors; coordinates work with other agencies; informs project team members of key developments.
Assists with utility coordination and relocation needs.
Facilitates and provides support for escalated resident and property owner construction-related concerns and complaints
Assists with inspection and construction administrative functions.
Monitors related testing.
Reports significant issues that arise in the field to Project Manager and Construction Manager.
Explains and interprets plans standard and special construction specifications and regulations; resolves problems relating to quality of materials construction techniques and workmanship.
Evaluates submittals sub-contractors material suppliers and certifications design mixes construction equipment schedules and procedures.
Initiates minor modifications in the field to avoid project delays. Provides Project Manager with recommendations for significant or complex changes.
Reviews project files and documents for timeliness accuracy and appropriate organization.
Authorizes payments to contractors and contracted inspection services.
Prepares reports and estimates as necessary.
Attends pre-bid pre-construction conferences final and warranty walks and answers questions about field conditions and special issues. Attends other required meetings.
Prepares change orders that become necessary as a part of the contract documents.
Reviews and approves of as-built drawings.
Responds to project-related concerns from internal and external customers.
Responds to calls and works as needed outside of normal work hours to resolve urgent problems.
Creates maintains and updates inspection training resources and training sessions
Mentors inspection staff
Performs other related job duties as assigned.
Knowledge Skills & Abilities:
Thorough knowledge of materials methods and practices used in various types of site and utility construction and critical construction stages for the detection and correction of defects and violations.
Thorough knowledge of possible defects in construction and effective correction measures.
Extensive knowledge of construction contract language construction standard and special specifications plans codes regulations CLT WATCH traffic control requirements CLTWater sewer and water repair specifications and materials testing.
Skills to perform difficult and technical computations and make estimates.
Skills to interpret explain and enforce specifications and regulations firmly tactfully and impartially.
Ability to establish and maintain effective working relationships with residents business owner co-workers contractors and the general public and represent Storm Water Services in a professional manner.
Skill in communicating both verbally and in writing.
Ability to work with diverse teams.
Ability to qualify for a City driving permit.
Preferred Qualifications:
Degree in civil engineering civil engineering technology construction management or related field
Minimum of seven (7) years of direct public or private work experience in storm drainage installation and roadway construction
Experience with geospatial information systems topography waterline sanitary sewer and storm water systems and reading plans
Storm water infrastructure maintenance and construction of roadways
Supervisory experience
Minimum Qualifications:
High school or GED equivalent and seven (7) years of experience in site and utility construction and field inspections involving construction contracts preferably related to municipal storm drainage facilities.
OR Associate degree in civil engineering technology from an accredited school and five (5) years of related work experience in site and utility construction and field inspections involving construction contracts preferably related to storm drainage facilities.
Other Requirements:
Spends most of their time walking and standing. Must be able to traverse a wide variety of active construction sites that may include exposure to machinery moving objects/vehicles and ladders. Works both inside and outside with possible exposure to inclement weather. May also include exposure to dust slippery uneven surfaces noise and vibrating tools. Works alone as necessary. Must be able to lift and carry up to 50 lbs. unassisted.
Additionally the following physical abilities are required: balancing climbing crouching manual dexterity grasping hearing mental acuity speaking standing stooping talking visual acuity in data/color/ observations/equipment/inspections and walking.
Work is performed dealing with situations that require making decisions involving people resources and property. Requires working in a dynamic environment that requires sensitivity to equity change and responsiveness to changing goals priorities and needs.
Work hours based on assigned projects. Schedule subject to overtime irregular hours including evenings and weekends based on assignment special events and inclement weather. Occasional on-call emergency work may be required. Employee must be able to work occasional overtime various shift hours. Employee must obtain and maintain trainings and certifications essential to the work assignment as directed.
CONDITIONS OF EMPLOYMENT
