The Medical Respite Program Manager is responsible for overseeing the operations of the Nativity House Medical Respite Program (NHMRP) in Tacoma and for building the complete infrastructure required to bill Medicaid for eligible Medical Respite Care (MRC) services by the end of 2026. This includes ensuring compliance with required Washington State Health Care Authority (HCA) provider enrollment steps ProviderOne setup documentation and billing workflows and securing contracts with Managed Care Organizations (MCOs) to enable referrals authorizations and reimbursement. This position also leads National Institute for Medical Respite Care (NIMRC) certification process for Nativity House and provides technical assistance to the Drexel House and Benedict House medical respite programs to help align their policies practices and workflows with NIMRC standards and Medicaid billing readiness requirements. The Program Manager ensures all Elevate Health grant contract milestones reporting requirements and infrastructure development activities are completed within the contract timeframe (January 1 2026 December 31 2026). This position is responsible to secure funding for the position and the program for longterm sustainability through Medicaid revenue.

Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES:

Program Development & Implementation

  • Oversee and work to improve the daytoday operations workflows and procedures for the Nativity House Medical Respite Program aligned with Medicaid requirements for MRC.
  • Develop and implement policies and procedures including: referral and service delivery workflows; billing and invoicing; data sharing and reporting; oversight and monitoring; evaluation; and confidentiality/privacy practices (in alignment with CCS policies).
  • Ensure the program is prepared to accurately bill Medicaid for all eligible bed nights by establishing compliant documentation and billing processes and collaborating with the CCS Accounting Department.
  • Ensures coordination with hospitals clinics shelters and community partners for safe discharges and smooth transitions into respite care.

Medicaid Billing Infrastructure & Compliance

  • Complete and submit all required HCA medical respite provider paperwork.
  • Lead completion of ProviderOne enrollment and authorization for Medicaid billing.
  • Establish validated billing workflows data systems and documentation standards required for compliant MRC reimbursement.
  • Ensure all activities follow state/federal privacy HIPAA and data protection requirements.

Managed Care Organization (MCO) Contracting

  • Lead negotiations and execute at least one MCO contract in 2026 enabling referrals authorizations and billing for Medicaideligible MRC services.
  • Develop payerspecific operational workflows and train staff on prior authorization documentation and claims processes.
  • Maintain relationships with MCO representatives to ensure program sustainability.

NIMRC Certification Leadership

  • Lead all NIMRC Certification efforts and ensure NIMRC Certification for Nativity House Drexel House and Benedict House by attending all NIMRC meetings and completing all NIMRC tasks and coordinate with program leadership and staff as needed across all three programs.

HIPAA

  • Holds (primary) leadership role in creating a culture of privacy and security of Protected Health Information (PHI) in HIPAA Covered Entity service area including education of staff about their responsibilities for safeguarding privacy and security.

Authorizes level of staff access to PHI/ePHI to ensure staff can perform assigned job duties; regularly monitors access to ensure appropriate safeguarding of PHI/ePHI.

Reporting Monitoring & Grant Compliance

  • Complete all contractual milestones reporting documentation and invoicing as required by the contract; maintain auditready records for the required retention period.
  • Participate in regular checkins with funders to report progress expenditures and challenges.
  • Ensure all activities and expenditures meet the funders allowable use of funds requirements across technology business/operational practices workforce development and outreach.

Training & Workforce Development

  • Lead onboarding and training for all staff ensuring compliance with CCS grants and Medicaid funding.

Program Operations & Quality Assurance

  • Implement systems for monitoring evaluation data quality and continuous improvement.
  • Ensure client records and data storage meet state federal agency and funder requirements.
  • Foster a traumainformed personcentered equitable service environment.

Supervision

  • Directly supervises the Nativity House Respite Supervisor.

2026 GrantLinked Deliverables (Milestones & Evidence)

  • Signed attestation agreeing to follow Medicaid billing for MRC.
  • Completed HCA medical respite provider paperwork with emailed proof.
  • Completion of ProviderOne enrollment and authorization.
  • Execution of at least one contract with an MCO.
  • Ongoing reporting/checkins; invoice submissions tied to milestone completion; ensure maintenance of records for three years after final reporting.

Qualifications

Minimum Qualifications

  • Bachelors degree in Public Health Health Administration Social Work Nursing or related field; or equivalent relevant experience.
  • Minimum 3 years of program management experience in healthcare housing/health integration Medicaid operations or similar fields.
  • Experience with Medicaid enrollment billing revenue cycle or managed care contracting (HCA/ProviderOne experience strongly preferred).
  • Skills in policy development workflow design documentation and quality assurance.
  • Knowledge of HIPAA privacy/security regulations and data protection practices.
  • Excellent communication and collaboration skills.
  • Valid drivers license acceptable driving record and ability to travel between CCS locations.

Preferred Qualifications

  • Experience in Medical Respite/Recuperative Care operations.
  • Experience with NIMRC standards or national respite best practices.
  • Familiarity with HRSN services under Washingtons MTP 2.0.
  • Masters degree in a related field.
  • Understanding of homelessness health equity and personcentered care.
