DescriptionThe Chief Social Services Officer (CSSO) serves as a key member of Outside Ins senior leadership team and reports directly to the Deputy Chief Executive Officer. This position ensures that all social service programs are trauma-informed evidence-based operating in compliance with HRSA OHA FTCA CARF and local regulatory requirements. The CSSO works collaboratively with the Deputy Chief Executive Officer Chief Clinical Services Officer and other members of the executive team to promote integration across medical behavioral health and social service departments to support whole-person care.
Essential Duties
Provides executive leadership for all social service programs ensuring that Outside Ins housing youth and support programs are aligned with strategic goals and regulatory requirements.
Oversee program operations budgets contracts and staffing plans for all areas under the Youth Department and Social Services Programs.
Develops and implements strategic initiatives to strengthen service integration between social services behavioral health and primary care.
Where applicable ensures programs meet HRSA OHA FTCA and CARF accreditation standards and maintain compliance with all contractual obligations and performance metrics including oversight of data tracking for programs.
Supervises and supports the Youth Department Director in managing and evaluating programs in Youth Services including Housing TLP Food Program ERC Peer Support Day Program and ROSE ensuring services meet community needs.
Promotes an environment of accountability fairness and continuous improvement across social service programs.
Facilitate regular meetings staff professional development initiation of improvement plans annual evaluations for direct reports and/or other personnel actions.
Provides clinical and administrative supervision to leadership staff within assigned programs.
Develops and monitors key performance indicators outcome measures and quality improvement projects related to social services including providing regular reports to the CEO and senior leadership.
Oversees the development implementation and evaluation of policies and procedures that ensure compliance with requirements as needed.
Collaborates with internal and external partners to expand service capacity and community impact including participation in multi-agency initiatives and system-level advocacy.
Leads program development efforts including the design of new social service models grant development and sustainability planning.
Provides oversight and monitoring of grant performance ensuring compliance.
Facilitate recruitment retention and mentoring supporting programs to foster strong staff engagement to meet programmatic and operational goals and objectives.
Ensures that all staff in assigned departments receive the necessary supervision training and professional development consistent with licensing HRSA and accreditation requirements.
Works with the CFO and finance team to manage program budgets contracts monitor expenditures and optimize resource allocation.
Supports staff wellness retention and interdisciplinary leadership across teams.
Participates in executive-level decision-making strategic planning and board reporting.
Represents Outside In at external stakeholder meetings conferences and community forums as a senior leader and advocate including supporting fundraising efforts for the agency in collaboration with the Development Program.
Advocate for and support policy development including legislative change relative to current programs.
Ensure availability as needed for crisis response of both patients clients and staff.
Performs other duties as assigned.

Knowledge
Advanced knowledge of grants and contracts management and compliance.
Comprehensive understanding of licensing and accreditation standards related to social and behavioral health services.
Advanced knowledge of youth development trauma informed care SUD engagement services and housing stabilization strategies.
Strong understanding of evidence-based and best-practice models for transitional living crisis intervention and peer support.
Working knowledge of federal state and local regulations governing social services housing and behavioral health programs.
Knowledge of behavioral health and social services billing practices including Medicaid OHA and managed care requirements.
Knowledge of clinical supervision practices including Oregon Board requirements for LPC LCSW CADC and QMHP professionals.
Knowledge of nonprofit management public funding systems and performance-based contracting.
Understanding of integrated care models that combine medical behavioral health and social supports.

Experience
Required:
Licensed Professional: Licensed Psychologist Licensed Professional Counselor Licensed Clinical Social Worker.
Minimum 7 years of progressively responsible leadership experience in social services behavioral health or community-based care including 2 years at an executive or senior management level. Reliable transportation a personal vehicle and a valid drivers license are required.
Experience in program development quality improvement and compliance management.
Experience with budget oversight grants management and performance measurement (KPIs).
Preferred:
Experience in a Federally Qualified Health Center (FQHC) or integrated health environment.
Experience with homeless youth transitional living programs or housing first initiatives.
Familiarity with OCHIN Epic or similar systems.
Union environment leadership experience.
Demonstrated experience working within the Homeless Youth Continuum (HYC) and/or in partnership with the Joint Office of Homeless Services (JOHS) including knowledge of system coordination funding structures and service models for youth experiencing houselessness.
Experience working with HUD housing subsidies.
Direct service experience with homeless populations or youth who have experienced complex trauma.
Experience with peer mentoring services.
Experience with and an understanding of treatment models and approaches such as harm reduction trauma informed care and assertive engagement.
Experience with fundraising.
Working Conditions
This position operates in a hybrid office and field environment with moderate -office and remote work is expected. Occasional evening and weekend work may be required for agency or community events.
