DFTO is the governments public sector rail owning group. Its purpose is to bring all currently privately-owned train operators into public ownership in advance of the creation of Great British Railways in 2027 - and deliver improvements in the here and now by unifying and integrating train operations under common public ownership.

DFTO has over 23000 employees runs over 6000 services a day and delivers over 450 million customer journeys across its networks every year. This accounts for 26% of total UK passenger journeys and 30% of passenger miles.

Major improvements are being delivered by DFTO train operators (TOCs) that are already under public ownership - these are LNER Northern TransPennine Express (TPE) Southeastern South Western Railway (SWR) c2c and Greater Anglia.

Primary Purpose of Job:

This is a rare and exciting opportunity to shape something new.

DFTO is setting up a new Enforcement Team an industry first which will be responsible for all prosecution activity across the DFTO Group. This is a significant change in strategic approach and as DFTOs Case Manager you will play a pivotal role in helping deiver the DFTO enforcement strategy and policy and supporting our leadership team to help them deliver confident informed decision-making.

You will provide expert case management services including case preparation documentation and operational support to qualified lawyers in the Enforcement function so that litigation processes are timely compliant and effective.

Supporting the management to progress criminal and civil cases across DFTO and Train Operating Companies on matters such as fraud theft fare evasion disorderly conduct trespassing and property damage and vandalism.

Key Responsibilities:

  • Provide case management services for a varied caseload of criminal and civil cases prioritising effectively and progressing activity in a timely manner so that litigation deadlines and organisational objectives are met.
  • Prepare and manage case files (some complex) collating evidence and drafting documentation so that lawyers have complete and accurate materials for litigation.
  • Support in drafting witness statements.
  • Maintain and update case tracking systems producing detailed progress reports so that stakeholders have timely and reliable information.
  • Produce management information and support governance and reporting processes on behalf of lawyers across the Enforcement function ensuring accurate data and insights for decision-making and compliance.
  • Liaise with courts and enforcement bodies so that correct procedures are understood and followed and communicate updates to lawyers so that deadlines are met and compliance is maintained. Similarly build relationships with subject matter experts and industry specialists to obtain technical or operational information so that lawyers have accurate and authoritative evidence for case preparation and prosecution.
  • Review cases proactively and flag required actions and deadlines so that lawyers have clear visibility of next steps and risks are mitigated.
  • Identify process gaps and propose improvements within the case management team so that efficiency and compliance are enhanced.
  • Contribute to lessons-learned reviews and lead case-specific reviews after case closure so that future processes are improved.

Knowledge Skills Experience & Technical Qualifications:

  • Experience in case management or paralegal work within a legal or regulated environment.
  • Proven ability to manage a varied caseload and meet strict deadlines.
  • Strong knowledge of criminal and/or civil litigation procedures including evidence handling and court processes.
  • Experience preparing case files and collating evidence for litigation.
  • Excellent written and verbal communication skills for drafting correspondence and reports.
  • Proficiency in case management systems and Microsoft Office applications with the ability to use analytics tools for reporting purposes.
  • Strong organisational skills and attention to detail.
  • Ability to liaise effectively with courts law enforcement and external experts.
  • Background in rail other transport or other regulated industries is desirable but not essential.
