SUMMARY
The position is a key member of the leadership team for the Tribe and responsible for the independent and self-directed supervision of all operations and functions of the Human Resources Department. Guided by the principles of fairness inclusion customer service and teamwork the position will provide leadership necessary to promote a results-oriented work environment to meet the human resource needs of the Tribe.
EMPLOYMENT QUALIFICATIONS Minimum Necessary Qualifications
- Bachelors Degree in Human Resources Business Administration or closely related field; and
- Ten (10) years of experience in human resources with a minimum of five (5) of those years in human resources management; and
- SHRM certification preferred.
DUTIES AND RESPONSIBILITIES
- Directs the daily and long-range activities of the human resources department and staff ensuring compliance with the Tribes mission vision and goals.
- In collaboration with Executive Leadership manages and coordinates the Tribes personnel policy development and administration interprets policies monitors the effectiveness and continued applicability of policies.
- Serves as lead for the Employee Benefits and Compensation Committees; guides the management of programs and maintains up-to-date knowledge of various benefits plans wellness initiatives broker roles third party administrators investment options financial plan management compensation philosophies and practices wage/salary structures and performance management. Leads competitive market research to establish total compensation packages that aid in the recruitment and retention of employees.
- Facilitates the development and introduction of mandatory employee training collaboration with department leadership assess employee development needs recommend career paths identifies and assists in removing obstacles.
- Provides guidance on approved employee relations policies and fair employment practices.
- Direct involvement with recruitment and placement practices of the Tribe ensuring adherence to Indian Preference.
- Assists Executive Leadership with organizational planning and development including the forecasting of manpower needs to support the organizational structure and goals.
- Determines fiscal requirements of the department and prepares budgetary recommendations; monitors verifies and reconciles expenditure of budgeted funds consistent with fiscal management policies.
- Oversees the collection and proper documentation of personnel data into the HRIS and Payroll systems for reports submitted to the Ogema Tribal Council and various other sources.
- Coordinates efforts with department leadership to ensure workplace safety practices and trainings are being implemented.
- Meets regularly with members of executive and department leadership for human resource needs of the Tribe.
- Represents the Tribe as requested in meetings with Tribal Council other Tribes outside agencies or in seminars.
- All other position/department related duties as assigned by the Ogema or other Executive Leadership.

Direct supervision of 2 4 subordinates. Responsible for interviewing hiring training rewarding and disciplining of subordinates in addition to planning assigning and directing work. Encourages the on-going development of staff.
PHYSICAL DEMANDS
Sitting for long periods of time frequent walking and occasional reaching bending kneeling or stretching is to be expected. The nature of the work also involves manual dexterity to operate office equipment and while keyboarding. An employee will need normal or corrected to normal range of sight and hearing and will carry work-related materials up to twenty-five (25) pounds.
WORKING ENVIRONMENT
Work is performed in a climate-controlled office environment. The employees work schedule may periodically need to be flexible and adjusted according to business need. The employee must be able to effectively handle stressful and compromising situations while remaining focused and professional as well as be able to deal with difficult people without losing perspective. Occasional overnight or local travel will be necessary to attend meetings or trainings.
