Job Summary

This position provides guidance as disseminated by the Commerce Department and Office of Human Resources as it relates to the inter-connected work and relationship with addition this position will also work in collaboration with the Director of Operations & Culture which supports coordinates and collaborates to provide training and engagement to maximize employee performance in an environment that promotes positive morale diversity and inclusion.

 

Duties include a broad range of activities including acting as primary liaison between employees and executive management to implement operational practices and procedures that benefit the department and its logistical and technical needs. Manages all aspects of day-to-day office operations including accessibility of administrative office support IT support and department or floor logistics.

 

Essential Functions:

 

  • Acts as the strategic and functional liaison between the Office of Human Resources and Commerce
  • Provides HR leadership support and counsel to the Commerce Department in the areas of workforce planning recruiting training and career development organization design performance management compensation recognition and change management.
  • Works with Chief of Staff and Commerce leadership team to develop a people strategy that supports the goals of the organization.
  • Develop action plans and strategies to address Commerce workforce needs.
  • Manage and support the on-going professional development of staff to promote continuous learning and promotions and growth individually and for each unit in Commerce.
  • Promotes innovation and continuous improvement in the department as it relates to people and personnel and efficient operations across the department.
  • Works with the Commerce leadership team to drive broad cultural change and position the organization for long-term success by helping to build a high performing workforce and ongoing department structure and retention.
  • Analyzes and presents information to the Executive Leadership team that enables good decision-making and encourages the focus around key peoples issues.
  • Ensures Commerce human capital management practices and programs align with and comply with HR policies and standards.

Participates in preparation of department hearing case; attends and testifies at representatives.

  • Must have a general broad knowledge of Commerce and traditional or small business economic development functions and an in-depth knowledge of all HR functions. 
  • This is a multifaceted position requiring a broad combination of skills spanning human resources general management capabilities and a solid understanding of Commerce/ economic development strategy functions roles and responsibilities. 

Ability to supervise support staff 

  • disciplinary hearings; determines or recommends disciplinary actions; and recommends remedial action prior to or in lieu of hearing.
  • Reviews requests from managers for new positions and promotions and advises managers of the appropriate class for positions.
  • Provides direction on policy and problems involved in payroll preparation and administration of payroll including contractual issues and other issues such special pay categories.
  • Conducts training programs in such areas as department operations department policies and procedures department personnel policies and procedures employee orientation supervision City laws contracts etc. and other topics as required.
  • Oversees and monitors the training on department policies procedures expectations.
  • Manages OnePhilly system for Department and directs all related payroll processing and submission.
  • Supports the Chief of Staff in Administering Civil Service Regulations applicable to various personnel functions.
  • Assists the Chief of Staff in enabling efficient functional department processes operationally alongside the operations culture staff
  • Supervises the administration of labor contracts applicable to Department employees.
  • Performs other duties and assignments as directed by the Deputy Director Chief of Staff and Commerce Director.

 


Qualifications :

Education and Experience

  • Bachelors or Masters Degree in Business Administration Human Resources or other related field or equivalent work experience.

 

  • Typically has 2-4 years of professional Human Resources experience including experience in managing teams and influencing senior level management and key stakeholders.
  • Experience working in a large Government environment is a plus.

Salary Range: $72000 - $90000
