Position Overview

This position is responsible for directing and administering statewide work zone safety and mobility programs for all public highways and streets in includes developing policies procedures standards specifications and other technical resources in order to meet federal requirements for work zone safety and mobility improve the active management of construction and maintenance work zones and improve safety for motorists and workers. The incumbent is responsible for reviewing and approving transportation management plans submitted by district operations and program development staff performing work zone traffic control reviews and providing statewide training relative to work zone safety and mobility. This position provides administrative oversight and manages the departments Traffic Control Field Manual and other associated manuals and policies.

Essential Functions

  • Directs the development and update of appropriate policies procedures standards and specifications to improve work zone safety and mobility for all state highways and streets and ensures the department follows federal rules for work zone safety and mobility.
  • Monitors reviews and makes recommendations regarding the latest developments in federal laws and regulations national practices and policies and crash trends related to work zone safety and mobility.
  • Directs the update of the departments Traffic Control Field Manual including training of department staff in the current requirements of the manual.
  • Directs the development and update of appropriate educational materials related to work zone safety and mobility.
  • Provides direction to district traffic control supervisors and design personnel in the proper interpretation of standards and specifications and in the development of traffic control plans.
  • Provides oversight and direction of technical review panels as part of the departments research efforts through its partnership with the Illinois Center for Transportation (ICT).
  • Assists with directing the efforts of the Statewide Work Zone Safety Committee and its subcommittees which includes chairing pertinent subcommittees.
  • Assists with the implementation of the Illinois Work Zone Photo Speed Enforcement Program serves on Strategic Highway Safety Plan (SHSP) implementation teams and represents the department at the state and national levels as an expert in work zone safety and mobility.

Essential Functions Continued

  • Directs the departments joint efforts with the Federal Highway Administration (FHWA) involving the review of selected construction projects to determine the effectiveness of the states procedures for work zone safety and mobility and recommends site specific changes to provide continual improvement to work zones.
  • Oversees the review of selected work zone crash sites to identify and recommend measures to reduce crashes; analyzes work zone crash reports; and develops policy procedure and standards changes.
  • Monitors work zone traffic control operations and crashes to ensure that work zone safety training and procedures implemented by the Safety Programs Section are providing safe conditions for workers and the motoring public as well as mobility through and around work zones.
  • Directs the evaluation of work zone safety devices to determine if they are designed positioned maintained and uniformly utilized to achieve maximum effectiveness.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Preferred Qualifications

  • Experience planning and development of highway engineering work.
  • Knowledge and experience with traffic engineering work zone safety and mobility worker safety queuing analysis and crash statistics analysis.
  • Knowledge of modern methods and procedures of public works construction and maintenance operations including but not limited to temporary traffic control worker protection traffic management and the influence of human factor in driver behavior.
  • Knowledge of the American Association of State Highway and Transportation Officials (AASHTO) Highway Safety Manual (HSM) and engineering practices AASHTO Roadside Design Guide Illinois Manual on Uniform Traffic Control Devices (MUTCD) Highway Capacity Manual (HCM) and other traffic engineering documents and manuals.
  • Ability to develop and maintain cooperative relationships with staff other agencies and the public.
  • Ability to interpret and enforce departmental policies and federal regulations.
  • Strong oral and written communication skills.
  • Ability to work on multiple tasks simultaneously

Conditions of Employment
