Job Summary and Purpose
- This position performs multiple tasks related to the management of design and construction of school division facilities to include new construction renovations additions and repair and maintenance projects and other facility related project management duties as assigned.
- In addition the Facilities Project Manager will interact with and assist the Operations and Maintenance department project contractors architects engineers and county state and federal authorities to facilitate completion of assigned projects. This position is also responsible for planning coordinating and directing the acquisition of building communication telephone and all educational furniture and equipment for construction projects.
Work Objectives/Essential Functions
- Project Planning and Execution
- Coordinate school construction and renovation projects in the school division. Manage architect/engineering design efforts including the development of architect/engineering statements of work negotiating design fee proposals reviewing all phases of project design/specifications and managing project design schedules.
- Supervise Project Managers in the construction and renovation of school facilities.
- Monitor the construction schedules and conditions which may cause delays in completion and report the same to the A/E and/or the Supervisor and to the Director.
- Conduct on-site inspections and manage construction progress to ensure conformance of work materials and equipment with contract documents.
- Perform final walk-through inspections with contractors building staff and architects; compile punch lists and monitor corrections.
- Review and approve construction drawings project specifications shop drawings product data and test reports.
- Review and approve contractor and vendor applications for payment.
- Prepare and recommend change orders for approval by the Director.
- Maintain orderly files for all correspondence reports of site conferences shop drawings daily logs progress schedule and reproductions of original contract documents In coordination Project Managers include all addenda change orders deviation reports and supplementary drawings issued subsequent to the award of the contract for each project.
- Assists in preparation of school board meeting agenda items.
- Serves on any committees and attend school board pre-construction and pre-bid meetings as the Director may direct.
- Contract and Financial Management
- Maintain and monitor all project financial data including budget encumbrances and expenditures.
- Ensure compliance with Virginia Public Procurement Act and district procurement policies.
- Assist in coordinating project funding activities and preparing required financial documentation for budget control.
- Administer manage and monitor all construction and design contracts.
- Procurement and Logistics
- Assist in the preparation of procurement bid documents and specifications and bid evaluations related to all construction projects and professional consulting services.
- Manage the acquisition of furniture fixtures and equipment (FF&E) for new and renovated facilities including communication and educational technology systems.
- Review plans and specifications for proposed FF&E installation.
Education and Experience
Education Level
Bachelors Degree from an accredited college or university in Architecture Engineering Construction Management or a related field preferred.

Formal Certifications Relevant to the Job

Additional Skill Requirements
- Expert knowledge of principles practices and procedures related to public contracting purchasing and construction project management.
- Thorough knowledge of the principles and practices of budget preparation and fiscal accounting as it relates to construction funding.
- Exceptional ability to read and accurately interpret complex construction documents technical specifications and blueprints.
- High proficiency in utilizing Google Workspace (docs sheets slides) Microsoft Office Suite (Word Excel PowerPoint) and relevant project management software.
- Ability to maintain meticulous organized and comprehensive files/records.
- Superior ability to communicate effectively and professionally both orally and in writing with all stakeholders.
- Proven ability to manage multiple concurrent projects and tasks in a timely and effective manner under tight deadlines.
- Ability to make decisions using logic and rational thinking under high-pressure conditions.
- Willingness and ability to work in varying environmental conditions including occasional exposure to noise temperature extremes (hot or cold) and potential contaminants where PPE (Personal Protective Equipment) is necessary.
