About the job:

Based in The Hague you will join the Agency as we embark on a journey to transform our IT services to support NATOs Digital Endeavour. You will join the Assurance Solutions branch within The Chief Quality Office which provides robust scalable and efficient software platform and network solutions that enable the assurance of project and product quality ensuring that all deliverables meet or exceed customer expectations and NATO and industry standards.

We are looking for a driven and enthusiastic Senior Solution Engineer who will take on the following roles and responsibilities:

• Lead Solution Architecture Design: Develop and manage solution architectures in the domain of system and interoperability verification and validation. Ensure technical plans and resources align with objectives.

• Technical Guidance and Governance: Provide expert oversight on solution development integration and ensure compliance with technical strategies policies standards and security practices.

• Requirement Definition and Management: Define and prioritize project requirements establish clear baselines and ensure traceability to stakeholders.

• Project Leadership: Plan and drive systems development projects ensuring alignment with organizational objectives and future roadmaps. Lead progress and optimize resource utilization.

• Solution Development: Implement requirements and architectural designs into working software. Perform detailed code reviews from peers and team members.

• Code Quality Assurance: Maintain high code quality through rigorous reviews automated testing and ongoing refactoring to keep the codebase clean and maintainable.

• Performance Optimization: Identify and resolve performance bottlenecks improve system efficiency and ensure optimal utilization of resources.

• Support and Troubleshooting: Provide 1st 2nd and 3rd-level support for users handling system issues efficiently to minimize disruption.

• System Security Management: Implement robust security measures including authentication authorization data encryption and conduct regular security audits.

• Development Training: Train and mentor development teams on methodologies design principles and architecture to ensure quality and consistency.

About you:

The valuable knowledge and experience that you bring to this role are:

• A minimum requirement of a Bachelors degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience.
  Or exceptionally the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCIA that is at least 10 years extensive and progressive expertise in duties related to the function of the post.

• Minimum of 3 years managing team of software engineers developing complex software solutions

• Extensive experience with C# .NET Entity Framework Code First Entity Framework Migrations

• Ability to work independently and as part of a team and to collaborate effectively with team members.

• Passion for software and improving existing skills.

• Proven experience with solution architectures in a constrained complex environment preferably including both SPA frontends and service oriented back-ends.

• Proven experience in making architectural trade-offs balancing the requirements and the teams technical capabilities.

• Ability to communicate with clarity coherence conciseness and engagement both orally and in writing

• Familiarity with various architectural patterns (Modular Monolith service-oriented and event-driven architectures) containerization tools (Kubernetes Docker) and secure coding best practices will be a significant advantage;

• Experience with advanced development skills such as Microsoft T-SQL REST APIs API design and proficiency in tools like Azure DevOps and CI/CD pipelines will be an asset;

• Knowledge of NATO interoperability processes and testing ideally with prior experience as a software architect or developer will be a plus.
