The opportunity we have available

TheInternational Aviation Branchis responsible for providing policy advice on international aviation industry issues undertaking economic and market analysis and regulation of international aviation coordinating Australias engagement with the International Civil Aviation Organization (ICAO) including on aviation environment and facilitation issues. It also provides analytical and governance support to the International Air Services Commission.

TheInternational Air Services Commission (the IASC)is an independent statutory authority responsible for the allocation of capacity entitlements available to Australian international carriers for the operation of international airline services. The capacity allocated by the IASC comes from entitlements available under Australias air services arrangements with other allocating capacity the IASC assesses the merits of claims by applicants under specified public benefit criteria.

The Commission is comprised of a Chairperson and up to two Members appointed on a part-time basis. It is assisted in its work by a small office staffed by two officers of the Department. The office is headed by a Director (EL2) supported by a Senior Adviser (APS 6) and provides advice and assistance to the Commissioners on all aspects of the Commissions operations.

The APS 6 position is within the International Aviation Branch and directly reports to the Director of the Commission.

What will you do

We are seeking a highly motivated and talented person to join our team at the APS6 this role you will provide analytical advice and a range of services to the Commission to assist the Commissioners to perform their role effectively and efficiently.

As Senior Adviser you can expect to:

  • Support the Director in providing research and analytical advice to the Commissioners on cases before the Commission in accordance with legislation.
  • Contribute to a range of written material including preparation of decisions Commission meeting papers correspondence briefings Annual Report and other material as required.
  • Take responsibility for the development and maintenance of the Commissions internal database and dedicated website.
  • Build collaborative working relationships with a range of government and industry stakeholders to achieve objectives and outcomes.
  • Contribute to the continuous improvement of processes including the design and implementation of Commission procedures and documentation to ensure compliance with relevant legislation and APS policy and practices.
  • Manage a range of office services required to support the particular manage meeting travel arrangements purchasing human resources issues and record management as well as other administrative tasks.
  • Achieve results and quality outcomes working in a small team on multiple activities at any given time within tight time frames.
  • Undertake coordination and policy work within other areas of the International Aviation Branch particularly related to international aviation environment and facilitation issues subject to the workload of the Commission.

Experience working in international aviation and Government agency support functions is desirable but not essential.

Eligibility requirements

Employment with the Department of Infrastructure Transport Regional Development Communications Sport and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:

  • Citizenship: candidates must be an Australian citizen at the time of submitting your application.
  • Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the departments preferred medical provider.
  • Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline. You must be willing to disclose all relevant and required information. You must have lived in Australia or have a checkable background for at least the preceding five years for Baseline Vetting clearances.   • Police check: The successful candidate must satisfactory complete an Australian Federal Police criminal history check.
  • Integrity and Performance check: The successful candidate must satisfy the requirements in an Integrity and Performance check which is completed by your most recent employer.
