The Program Manager Vertical Assetis responsible for implementing asset management strategies for the Potomac Interceptor Sewer System and Clean River Tunnel System Vertical Assets this includes identification of CIP responsibility for the operation and maintenance management of the odor control facilities at the Potomac Interceptor and Pump Stations Clean River Tunnel Vertical Assets and coordinating responses to odor emergencies and securing and maintaining all compliance permits.
For the purposes of this part the term practice of engineering means the application of special knowledge of the mathematical physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation investigation expert technical testimony evaluation planning design and design coordination of engineering works and systems planning the use of land and water performing engineering surveys and studies and the review of construction for the purpose of monitoring compliance with drawings and specifications in connection with any utilities structures buildings machines equipment processes work systems projects and industrial or consumer products or equipment of a control systems communications mechanical electrical hydraulic pneumatic or thermal nature that may involve safeguarding life health or property and including such other professional services as may be necessary to the planning progress and completion of any engineering services.
Develops implements and maintains the Potomac Interceptor Renewal Facility Plan to include odor control facilities at the Potomac Interceptor Sites and Pump Stations to include responsibility for minimizing possible odor complaints from residents.
Develops implements and maintains the Clean River Vertical Assets to include Ventilation Control Vault (VCVs) sump pumps and other electromechanical installations.
Manages vertical assets of the Potomac Interceptor and Clean River Tunnel and ensures proper and safe operation by remote monitoring of various parameters through Supervisory Control and Data Acquisition computer system. (SCADA)
Overseas the implementation and on-going maintenance of high priority Potomac Interceptor projects to include working independently and with internal groups of employees supporting departments contractors and consultants.
Reviews the design of public works that impact the structural integrity of the Potomac Interceptor and ensures that any construction work in the vicinity of the Potomac Interceptor does not adversely impact the Pl.
Overseas and is responsible for minimizing odor complaint by investigating initiating media replacement and reaching out to local residents.
Develops and updates SOPs Odor Control Plans and maintain Permits as required by regulatory agencies including EPA Virginia DEQ District DOEE and Maryland MDE.
Ensures that preventive maintenance is conducted at all odor control facilities and VCVs according to the maintenance manual and approved standards.
Ensures the Potomac Interceptor is regularly inspected internally and externally and that the odor control facilities instrumentations operate properly and are properly calibrated.
Updates the Potomac Interceptor management documents including Potomac Interceptor Renewal Odor Control Facilities Operation and Maintenance Manual and Odor Control Plans.
Develops and submits CIP project recommendations for Potomac Interceptor and Clean River Tunnel Vertical Asset Renewal which helps to operate the odor control facilities in an optimal manner.
Conducts annual stakeholder outreach by interacting with other Authority staff local residents contractors and consultants.
Performs other work-related duties as requested.

Required Skills & Qualifications
Five to seven (5-7) years of progressive experience in sewer system management or design experience in odor control facilities operation. |
Minimum Education Requirements: |
Bachelors Degree in Civil or Environmental Engineering or related field from an accredited college or university. |
Required Skills: |
Strong understanding of asset management principles. |
Strong analytical. planning and organizational skills. |
Strong leadership interpersonal and oral and written communication skills. |
Must possess and maintain strong personal computer skills to include a working knowledge of applicable software programs (i.e. Word MS Project Excel email etc.). |
A good working knowledge of odor filtering media. |
Required Licenses & Certifications: |
Must possess a DC Professional Engineers License. |
