SHAPE is the Strategic Headquarters for Allied Command Operations. The Operations Directorate at SHAPE is responsible for ensuring that ACO forces are at the state of readiness required to carry out an effective defense. J2 Intelligence Division provides comprehensive advice to the Command Group and Allied Command Operations (ACO) on Intelligence Counter-Intelligence Security Information Assurance Biometrics and Identity Intelligence Geospatial Joint Intelligence Surveillance Reconnaissance (including ISTAR) Intelligence support to Joint Effects and Targeting Intelligence Systems Databases and Interfaces as well as Intelligence Support to other disciplines. The Intelligence Systems Branch is responsible for: developing policy and guidance for the fielding training and operation of ACO intelligence systems; managing and administering ACO intelligence systems support; analyzing and prioritizing user requirements to develop ACO intelligence systems capabilities; coordinating interfaces and optimizing sharing with other domains and functional services.

The incumbent is responsible to the Branch Head for the coordination implementation and functional management of the intelligence aspects of Targeting Systems capabilities and applications as well as coordinating interfaces and optimizing sharing to/from Targeting Systems with other domains and functional services.

2. Principal Duties

The incumbents duties are:

1) Responsible for the implementation and daily operation of the intelligence support functions of Targeting Systems capabilities applications and interfaces with other domains and functional services.

2) Advises the J26 Administrator (Intelligence Capabilities Manager) regarding data management for intelligence capabilities including metadata definition and maintenance; data import and export; data quality; data cleansing; data values; taxonomies; and ontologies.

3) Responsible for the implementation of Intelligence data standards and data management practices for the intelligence support functions of Targeting Systems.

4) Interacts daily with ACO users regarding the operation and optimization of Targeting Systems capabilities applications and interfaces.

5) Advises the J26 Administrator (Intelligence Systems Trainer / Mentor) with specific recommendations on optimizing the ACO operation of the intelligence support functions of Targeting Systems capabilities applications and interfaces.

6) Responsible for ACO governance and oversight of ACO Targeting Systems capabilities applications and interfaces.

7) Advises the J26 Administrator (Intelligence Capabilities Manager) regarding the implementation of changes to business practices to take advantage of new technology and to meet changes in information requirements.

8) Provides support and expert advice to the J26 Administrator (Intelligence Capabilities Manager) regarding data management.

9) Represents ACO Intelligence at appropriate committees boards working groups and user groups.

10) Organizes continuous improvement and management of processes and tools supporting intelligence capabilities and functional services.

11) Coordinates with other functional areas and Intel domains to achieve interoperability with Intelligence systems.

12) Ensures that the intelligence support functions of Targeting Systems capabilities applications and interfaces are operated in accordance with established policies and procedures.

13) Analyses prioritizes and coordinates overall ACO user requirements for the intelligence support functions of Targeting Systems capabilities applications and interfaces.

14) Responsible for the development of policy directives and guidance documents related to the intelligence support functions of Targeting Systems.

15) Liaises with CIS support agencies on a daily basis regarding systems implementation and support issues.

16) Provides inputs to various CIS documents and concepts related to the intelligence support functions of Targeting Systems.

17) Provides recommendations and inputs into intelligence policy concepts and planning documents regarding related to the intelligence support functions of Targeting Systems capabilities applications and interfaces.

18) Prepares staff studies and briefings to support conferences and meetings.

19) May be required to direct and supervise the work priorities of one or more HQ multifunctional teams.

20) Performs general staff functions and coordinates with other staff elements commands and outside agencies as required.

21) Contributes to the development and validation of new requirements evaluation of options for their satisfaction and recommendations regarding the most effective solution.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. May be required to support other Staff elements in relation to Intelligence projects. The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries up to 30 days. The work is normally performed in a Normal NATO office working environment.

4. Essential Qualifications

a. Professional/Experience

• Minimum 4 years of relevant operational experience in Joint Targeting in an operational environment.

• Minimum 4 years of relevant experience in Joint ISR (Intelligence Surveillance Reconnaissance) in an active operational environment.

• Demonstrated experience in the operation governance or management of intelligence or targeting systems including data standards metadata data quality or system interfaces.

• Experience working in a multinational military or intelligence environment preferably within NATO or equivalent structures.

• Experience providing briefings written reports and expert advice to senior leadership committees or multinational working groups.

• Experience coordinating user requirements capability development or system implementation projects.

b. Education/Training

University Degree in library information science management information systems computer science or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

English - SLP 3333 - (Listening Speaking Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

6. Attributes/Competencies

Personal Attributes: Identifies deficiencies and initiates action towards their resolution and improvement. Must be able to make quick decisions on behalf of ACO Intelligence at committee meetings and working groups. Importantly the incumbent provides long-term continuity for branch tasks which exceed the length of a military posting as well as background advice and guidance regarding other areas of the J2 based on historical precedence or which may not have been fully documented. Tact and diplomacy to work with NATO and non-NATO national representatives external agencies and flag officers. Must be able to express himself clearly and concisely to multi-national groups. Demonstrated capability of effective written and oral communication. Must have at least 4 years relevant operational experience in Joint Targeting and at least 4 years relevant experience in Joint ISR (Intelligence Surveillance and Reconnaissance) role in an active operational environment.

Professional Contacts: The incumbent maintains frequent contact with staffs from NATO HQ NCIA BGX ACT SHAPE and its subordinate NCS NFS and MOU organisations. The incumbent is personally responsible for developing and providing briefings to the above audiences on matters related to this posts principal duties. Incumbent is responsible for representing ACO intelligence enterprise Targeting systems user requirements to external staffs and agencies such as ACT NCIA and NATO Working Groups and Committees. Requires tact and diplomacy to reach consensus in the various areas dealt with. Incumbent is responsible for coordinating staff level Targeting systems requirements and planning activities with SHAPE J2 and subordinate J2 commands. Responsible for representing intelligence user requirements to external staffs and agencies such as the CIS procurement development and support agencies; NATO BICES management and support elements; ACT; NATO Working Groups and Committees; and civilian contractors when dealing with Targeting systems projects and issues.

Contribution To Objectives: This is a key position within the Intelligence Directorate J2 providing continuity for the daily management of Targeting systems. Importantly the post is responsible for projects which normally exceed the length of a military posting and require significant background and experience in the fielding training and operation of ACO intelligence systems. This position is vital to ensuring that ACO requirements for Targeting systems are met by the Capability Development process led by ACT.

REMARKS:

Duration of contract:Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
