POSITION DUTIES

In accordance with Executive Order 01.01.2021.10 MSDE is mandated to assign an Agency Privacy Officer (APO) whose primary responsibility is to ensure the Unit adopts reasonable practices and procedures based upon a privacy framework designed to protect personally identifiable information (PII). This role ensures agency data practices comply with essential regulatory frameworks including FERPA COPPA MODPA and CJIS. By doing so the Data Privacy Officer (serving as the APO) limits the legal reputational operational and financial risks associated with processing residents (data subjects) PII.

The Data Privacy Officer (DPO) is the accountable party responsible for establishing administrative and physical safeguards that protect the confidentiality integrity and accessibility of PII. This includes any information that can be used to distinguish or trace an individuals identity to ensure it remains accurate relevant timely and complete. Guided by the Privacy Act of 1974 the position applies Fair Information Privacy Practices (FIPPs) principles including transparency individual participation purpose specification data minimization use limitation data quality and integrity security and accountability and auditing. The role also serves as the Agency Data Officer (ADO) advising MSDE leadership on the impact of the Maryland Data Governance Policy and consulting with divisions to improve data governance and maturity.

Duties Include:
  • Privacy Risk Management & Procurement Review: Serves as a core member of theMSDE Cybersecurity team to perform Privacy Impact Assessments (PIAs) andData Privacy Threshold Analysis (DPTA). Responsibilities include reviewingRFPs contracts and data sharing agreements (DSAs/DUAs) to ensure effectivecontrols are in place before implementation.
  • Internal Governance Consultation: Advises MSDE leadership on the impact of the State Data Governance Policy. Consults with MSDE divisions to improve data governance practices alignment with state mandates and the protection of PII. Recommends and coordinates the implementation of privacy procedures guidelines and staff training
  • Statewide Stewardship & Compliance Reporting: Recommends and drafts agency- level data governance policies consistent with state frameworks for CISO approval. Maintains the agency data inventory and prepares annual comprehensive privacy reports for the State Chief Privacy Officer (SCPO).

MINIMUM QUALIFICATIONS

Education: Bachelors degree in Information Systems Data Governance Cybersecurity Education Administration or a related field

Experience: Three years or more of experience in data privacy data governance or related work

  • CGRC -Governance Risk and Compliance Certification
  • CIPP/CIPM - Certified Information Privacy professional/Certified Information Privacy Manager

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
