Investigator - Code Enforcement
Planning & Building
The Planning & Building Departments objective is to promote public health safety and welfare by developing and implementing creative community-based strategies to enhance economic opportunity build strong resilient communities and ensure a dynamic framework for quality growth and development.

Work Location:

This position is located at 3015 H St in Eureka CA.

Work Hours:

A typical schedule for this position is Monday - Friday 8am-5pm with a 1-hour lunch.


DEFINITION

Under general supervision conducts routine to complex investigations and enforcements of violations of Federal State and County codes ordinances and regulations which includes those relating to environmental zoning land use grading nuisances natural resource degradation illegal dumping abandoned or inoperable vehicles and substandard housing; works with other law enforcement and county agencies in the investigation of criminal civil and administrative matters; provides information and assistance to the community regarding possible resolution methods relating to neighborhood complaints and violation resolution; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is an experienced investigations class fully competent to perform a broad range of investigative activities. Incumbents exercise a high degree of independent judgment and have ongoing decision-making responsibility in their work.

EXAMPLES OF DUTIES

  • Plans directs and conducts investigations related to violations of a variety of applicable Federal State and County codes.
  • Receives reports of possible violations from individuals law enforcement community agencies and others.
  • Researches possible violation information; contacts individuals and agencies; develops alternatives timelines for resolution and determines agencies and others required to complete the resolution.
  • Prepares and issues inspection and abatement warrants collects and preserves evidence writes arrest warrants search warrants and related documentation; assists in the service of search and arrest warrants as required.
  • Assists property owners and others in abatement of the violation by providing information researching alternatives and other services as needed.
  • Pursues compliance procedures in cases with non-compliant violators including issuing required notices penalties or other appropriate enforcement actions.
  • Collects and verifies documents statements evidence and testimony; assists attorneys and others in analysis of cases.
  • Prepares a variety of investigative reports related to assigned cases; organizes and maintains caseload records.
  • Testifies in court before the Board of Supervisors and at other applicable hearings to verify information/data collected during investigations.
  • Functions in an advisory capacity to law enforcement and other regulatory agencies during complex or unique investigations.
  • Reviews a variety of journals and government publications to monitor new and/or changing laws regulations and techniques relating to criminal investigations.
  • Assists in developing investigation policies and procedures.
  • Organizes the abatement of public nuisances including junk abandoned and/or inoperable vehicles.

QUALIFICATIONS

Knowledge of:

  • Applicable Federal State and County laws codes statutes and ordinances.
  • Principles methods and practices of office and field investigations interviewing problem resolution negotiation and enforcement techniques.
  • Principles methods and practices of conflict resolution and mediation.
  • Methods of tracing and locating individuals.
  • Principles methods and practices of communication with members of the public law enforcement public agencies and other groups.
  • Laws codes and ordinances governing rules of securing handling and preserving evidence Methods and techniques of interviewing.
  • Recordkeeping and reporting requirements for comprehensive written and oral reports.
  • Standard office practices and procedures including the use of a personal computer and a variety of software programs.

Skill in:

  • Investigating and analyzing a variety of evidence evaluating findings and researching sound conclusions. Interviewing and obtaining information from witnesses suspects and others.
  • Maintaining accurate records and files.
  • Tracing and locating individuals using a variety of methods.
  • Exercising sound independent judgment within established guidelines.
  • Preparing clear and concise reports correspondence and other written materials using a personal computer.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Public relations and mediation techniques.
  • Prioritizing work managing multiple projects and meeting deadlines.

Other Requirements:

Must possess a valid California drivers license. Must be willing to work evenings and weekends as needed or on an on-call basis.

Desirable Education and Experience:

A typical way to obtain the knowledge and skills outlined above is:

Equivalent to completion of a bachelors degree in natural resources administration of justice law or closely related field and two years of experience as a peace officer in a law enforcement agency code enforcement officer building inspector or similar field which required the explanation of rules codes and regulations to the public.

Certification by the California Association of Code Enforcement Officers and successful completion of training regarding investigations and evidence typically Module A of PC 832 is desired.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.
