Description

The Humanitarian NGO Platform in Ukraine was established in February 2023 and is currently accepting membership applications from local national and international NGOs active in the humanitarian response in Ukraine. The Platform is dedicated to serving and facilitating the work of its members to efficiently and effectively address the humanitarian needs of conflict affected people. This is done through advocacy coordination information sharing representation and external stakeholder engagement.

The three strategic pillars of the NGO Platform include Advocacy; Localization; and Coordination at national and subnational level. The Secretariat currently consist of the Director a Deputy Director a Policy and Advocacy Advisor and a Comms and Admin Officer and is supported by the Steering Committee comprising of five NGOs including the NGO Platform host Save the Children. The NGO Platform currently has over 130 members.

ROLE PURPOSE:

Theroleof theNGOPlatform Directoris tolead theNGO Platformunder the guidance of the Steering Committee. The Director willdeliver impactin accordance withGeneral Assembly decisionsandthe Statuteswillmobiliseappropriate resourcesforthe NGO Platforms workandwillensurerobustNGO representation in the various coordination mechanisms.A core focus of the role is the hands-on management of a small Secretariat team ensuring clarity of prioritiesconsistent application ofinternal processes effective task planning and follow-up and strong coordination between functions (coordination advocacy communications and sub-national engagement).

The Director alsorepresentsthe NGO Platform and its members in coordination groups andis responsible forbuilding andmaintaininggood relationships with external stakeholderstheUNHumanitarian CoordinatorECHO and other donorscivil societynetworksand Platformmustengageeffectivelywith the Government of Ukraine onaccess and legalissuesthat are of collective importance to Directorfosterstheapplication ofHumanitarian Principlesand thepreservation ofhumanitarian space.

KEY AREAS OF ACCOUNTABILITY:

Generic responsibilities

  • Ensure effective coordination and communication amongNGOsworking groups donorsUNand other stakeholders. Coordination is one of the key elements of the position.
  • Represent the NGO Platform externally.
  • Lead the developmentimplementationand periodic review of the NGO PlatformsStrategy and annual workplan.
  • Responsibility to guide the Platform during operationalpoliticalor funding shocks affecting NGOs.
  • Directly managethe NGO Platform Secretariat staff to deliver against responsibilities.
  • Mobiliseand manage financial resources for the NGO Platforms operationsand prepare proposalsbudgetsand reports in coordination with Save the Children
  • Promote active member engagementand ensure that the NGO Platform meets members needs.
  • Localization leadership - promoting meaningful participation of Ukrainian NGOs andequitableengagement between national and international actors.
  • Report to the Steering Committee and represent the Secretariat in Steering Committee meetings
  • Manage risk understand and deliver risk mitigationmeasures where needed andappropriate.
  • Ensure compliance and adherence toSave the Childrenand donorspoliciesguidanceand procedures.

Specific responsibilities:

  • OrganizeandfacilitatemonthlyCountry Directorsmeetingsand the yearly General Assembly meeting.
  • Sustain a consistent NGO engagement with that regard the NGOPlatform Directorshould be part of and foster NGOs engagement in the strategic coordination bodies (Humanitarian Country Team-HCTInter Cluster Coordination Group-ICCGUkraine Humanitarian Fund-UHF HOC-Getc.)
  • In his/hercapacitythe NGOPlatform Directorsupports the streamlining ofthe strategic interagency effort towards ProtectionAAPandPSEA through an active liaison role with therelated working groups (ProtectionSectorWG AAP WG PSEA Task Force).
  • Lead effective engagement with keynational and international external coordination mechanisms and networks (Alliance of Ukrainian CSOsISAREdnanniaICVA InterAction etc.)
  • Work closely with the Steering Committeeand support the Chair to prepare SC meetings sharefeedbackand implement decisions.
  • Be a focal point/entry pointfor the UN donors Global NGO networksand consortium andpossibly forthe authorities to reach out to thehumanitarianNGO community.
  • Lead strategic engagement with the Government of Ukraine onaccess and legislativetopicsprioritized by Members
  • Work with NGO Platform members Steering Committee and Advocacy & Policy Advisor to develop and formulate common advocacy positionsmessagingand strategies; produce high-quality well-researched policy and position papers.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Minimum 5years experienceina senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Experience as a head of mission/country directorand/orcoordinator of NGO forum
  • In-depth knowledge of the humanitarian architecture and its systems.
  • Demonstrated representationalexperience with donors and diplomatic missions;demonstratedskillsin tactand diplomacy
  • Effective team operational andbudget management skills
  • Knowledgeand experience ofcoordination andadvocacyefforts
  • Proven ability to work autonomously under pressure and be flexible including ability to cope with deadlines multiple tasks and competing and changing demands
  • Fluency in English both written and verbal

Desirable

  • Knowledge of the context inUkraine and the regionisan advantage
  • Knowledge of one or more languages relevant to the region isan advantage
  • Experience leading and developing tools and resources to support NGO Networks nationaljointand/or international
