POSITION SUMMARY
Under general supervision the Senior Building Permit Technician is responsible for the front-end management of plan intake approval processing permit issuance and general document control. This position performs advanced technology based clerical and technical duties and assists in the operation of the Division of Building and Codes. This position assists with small scale residential plan reviews to ensure compliance with applicable building codes and city ordinances. The position requires impeccable customer service and must have strong written and verbal communication skills to assist and advise the public property owners and contractors on code requirements along with other applicable regulations and departmental policies.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
- Performs a cursory review of project documentation and either accepts or rejects the documents based on departmental policies and minimum information requirements for plan submittal.
- Processes construction permits which include a cursory review of project documentation based on departmental policies and minimum information requirements for plan submittal fee assessment issuance of permit cards and plan review comments.
- Conducts plan reviews of small-scale residential construction such as detached garages basement finishes decks plot plans etc.
- Maintains plan review inspection and permit records
- Processes contractor licenses.
- Assist in answering the divisions shared phone line and returning voicemails within 24 hours of receipt or the next business day.
- Responds to and prepares documentation as requested per the Colorado Open Records Act (CORA).
- Assist the Deputy Building Official with the creation and maintenance of the divisions scopes of procedure.
- Supplies informational documents on permitting procedures and explains their use to customers.
- Establishes and maintains all divisional records. Updates and enters appropriate information into city computer systems.
- Assist customers with the electronic submittal of licenses and permits.
- Assists in processing department billings and refunds.
- Acts as liaison with other departments routing construction plans and review notifications to appropriate city departments.
- Assists in the training of less experienced permit technicians in permitting and licensing procedures and department policies.
- Provides expertise in and troubleshooting of the permitting software.
- Investigates complaints and assists internal and external customers in resolving problems and conflicts that may arise during the processing of permits and licenses.
- Schedules appointments maintains files makes memos to records retrieves data and prepares reports.
- Responds to inquiries from all stakeholders on building codes and inspections.
- Provides support with answering the divisions main phone line and responding to voicemails.
- Performs other duties as assigned.
EDUCATION EXPERIENCE AND CERTIFICATIONS
Education
- Minimal: High School Diploma or GED.
- Preferred: Associates degree in construction management business communication or similar.
Work Experience
- Five (5) years of clerical experience
- Five (5) years of customer service experience with high public contact.
- Three (3) years of experience as a Permit Technician.
Certifications and/or Licensures
- **Required: International Code Council (ICC) Permit Technician Certification
- Preferred: Required certification(s) plus International Code Council (ICC) Residential Plans Examiner Certification
- A valid Colorado drivers license and a clear or acceptable MVR is mandatory.
**Required certifications must be obtained within 12 months of employment.
An equivalent combination of education training and relevant job experience may be substituted.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of:
- PDF manipulation such as the combining of files applying city seals and stamps flattening documents creating fillable forms and similar by use of BlueBeam Revu.
