The Department of Economic Security Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

We are seeking an experienced and highly motivated individual to join our team as a Finance Planning Manager with the Finance and Business Operations Administration (FBOA). This position is responsible for supervision of all financial accounting auditing funding and budgetary activities of assigned administrations within the Division of Employment and Rehabilitation Services (DERS) and ensures that all rules codes and federal and state regulations are followed in performing these functions.

This position may be available for remote work within Arizona (1 day a month in the office).

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Provides technical assistance review work and ensure accuracy of the products produced by a team of professional level budget managers and
financial analysts. Has a comprehensive understanding of the operations of the assigned programs and their interrelationships to the Department.
Plans manages organizes directs supervises and personally performs professional budgeting and finance activities in accordance with the
principles and procedures of federal and state regulations.
Compiles revenue expenditures appropriations and obligations data to analyze monitor interpret and report financial information evaluate
financial economic and case load trends and make projections of financial requirements of assigned programs. Compile programmatic data in
response to special requests covering a broad spectrum.
Develops strategies to enhance funding and provides advice to executive management regarding allocation of resources to implement priorities.

Knowledge Skills & Abilities (KSAs):


Knowledge of principles and practices of administration with special reference to organization.
Knowledge of fiscal management and budgetary control.
Skill in analysis interpretation and reconciliation of complex financial data including forecasts and
projections.
Skill in development of work plans; organization and prioritizing of multiple complex projects
Ability to be a leader who is involved in the management team.
Ability to facilitate and lead meetings with executive level positions.

Selective Preference(s):

The ideal candidate for this position will have:

The Candidate will possess a Bachelors degree in accounting finance economics or business administration or a Masters degree in Business Administration; a Masters degree in Public Administration or a Masters degree in a related field such as accounting finance or economics from an accredited College or University; or three (3) or more years of experience.

Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on State business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code A.A.C. R.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
