Public Skills Australia (PSA) has been appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. PSA works with employer and employee representatives from the Public Safety and Government industry-sectors Police Fire and Emergency Services Correctional Services Defence and all levels of Government to ensure Australias vocational education and training (VET) system delivers better outcomes for learners and employers. A primary function of PSA is to provide workforce planning industry intelligence and training product development in support of industry needs and government priorities.
We are looking for a highly motivated individual to join our team as the Manager Training Packages and Quality. The position is accountable to the Director responsible for training strategy and training product development. This position is responsible for the delivery of Public Skills Australias Training Product Development function. They will be required to lead the development and delivery of training products engage with senior industry-sector stakeholders and ensure robust consultations good governance and adherence to federal requirements.
The Manager Training Packages and Quality is part of the management team and will lead several projects simultaneously including subcontractor management contract and procurement activities. This position will be accountable for the end-to-end delivery of successful projects including monitoring and tracking deliverables and milestones and managing budgets and associated risks. While this position reports to the Director they may be required to report to other executive staff depending on the projects they need to manage.
Responsibilities
In partnership with internal stakeholders and external stakeholders
Scope plan manage track and monitor training projects including managing risks budgets and human resources.
Lead the scoping and development of activity submissions to the Federal government and associated project plans.
Lead the development and review of Training Packages in line with the Training Product Organising Framework.
Plan lead and undertake effective consultation and governance processes to support the endorsement of qualifications units of competencies and Skill Sets.
Manage the governance responsibilities of projects including briefing executive members preparing briefing notes and ensuring timely delivery.
Prepare and draft high-quality documentation including but not limited to Subcommittee and Board papers.
Proactively brief their Director and Executive on the progress of projects along with any opportunities challenges risks and solutions.
Present to a variety of audiences (including executives) using excellent written and verbal communication skills.
Lead and manage the Training Product and Quality Team undertaking human resource activities and form part of the management team.
Maintain productive relationships with internal and external stakeholders in particular VET stakeholders such as the Assurance Body.
Work collaboratively with other areas of the business and in particular with the Manager VET Projects and Communications and Manager Workforce Planning and Insights.
Key Selection Criteria Essential
Demonstrated experience in developing and reviewing Training Packages.
An understanding of the implementation of Training Packages and the vocational education and training (VET) environment.
Demonstrated experience in working with the Training Package Organisation Framework.
Experience in project management and an understanding of how project management methodology can be applied and adapted.
Demonstrated expertise in managing budgets using procurement processes and managing contracts.
Experience in reporting to executive positions.
Demonstrated management skills and the ability to motivate and lead high performing teams in complex dynamic environments where priorities regularly change.
Ability to engage with diverse stakeholders in a range of industry-sectors.
Strong interpersonal skills with a motivation and preparedness to support the Executive of the company.
