DescriptionConsultancy Needed - Program Management and Quality Technical Advisor
Background and purpose
The Program Management and Quality Technical Advisor (PMQTA) provide strategic and technical leadership to ensure that programs are well-designed effectively managed and deliver high-quality measurable results for children and communities.
This role bridges program implementation and technical excellence ensuring coherence between project design donor compliance quality standards and field execution. The Advisor strengthens program quality frameworks supports capacity building of program teams and promotes evidence-based learning and continuous improvement across projects.
Capacity Strengthening and Learning (40%)
- Develop and facilitate capacity building sessions on project cycle management (PCM) results-based management (RBM) pause and reflect monitoring and evaluation system thinking and adaptive management also stakeholder engagement for program teams and partners.
- Support establishment and use of learning and reflection platforms ensuring program teams systematically document and share best practices.
- Mentor and coach field-based managers and local partners to improve project leadership analysis and reporting capacity.
Program Management Support (35%)
- Provide technical oversight and mentoring to project managers in work planning implementation tracking and budget management to ensure on-time and on-budget delivery.
- Ensure projects implementation adhere to donor compliance risk management and reporting requirements in coordination with Operations Finance and Grants teams.
- Support development and rollout of standard project management tools (e.g. implementation trackers risk registers work breakdown structures).
Program Quality and Technical Excellence (15%)
- Ensure that all projects are implemented in alignment with the organisations Program Quality Framework global standards and relevant donor guidelines (e.g. DFAT USAID ECHO).
- Strengthen the integration of cross-cutting themes Gender Equality Disability and Social Inclusion (GEDSI) Child Safeguarding and Climate Resilience across program implementation.
- Lead quality assurance visits reviewing field implementation data quality and beneficiary feedback mechanisms and provide actionable recommendations.
Coordination Representation and Partnership (10%)
- Support partnership management by ensuring local partners meet program quality standards and receive necessary technical and management support.
- Collaborate closely with the Program Development and Impact (PDI) and Operations teams to ensure seamless coordination between design and implementation.
Deliverables / Key Outputs
- Quarterly and annual program quality reports summarizing implementation progress key learnings and improvement plans.
- Updated and standardised project management and quality assurance tools.
- Provide training on program management and quality
- Capacity-building modules and at least two training sessions delivered annually.
- Documentation of lessons learned and case studies demonstrating program quality improvements.
- Improved program implementation performance metrics (timeliness budget utilisation and quality scores).
What we need from you:
- Advanced degree in International Development Project Management Social Sciences or related field.
- Minimum 710 years of experience in program management quality assurance or technical advisory roles in development or humanitarian contexts.
- Proven experience with donor-funded projects (DFAT USAID EU UNICEF etc.).
- Strong knowledge of results-based management (RBM) MEAL systems and adaptive programming.
- Experience supporting multi-sector programs (e.g. Education Child Protection WASH DRR).
- Demonstrated ability to coach teams manage partnerships and strengthen local capacities.
- Excellent communication facilitation and report-writing skills in English (Bahasa Indonesia desirable).
