Job Summary

Job Summary / Objective:

The Deputy Director is a critical member of the Director of Information Technologys team. The Deputy Director is a leadership role and is an empowered representative of the Director. This position requires an individual with a strong technical background as well as an ability to work across all areas of the organization to align priorities and plans with key business objectives. Provides vision and leadership in developing technology initiatives that support and align with Albemarle Countys strategic plan and administrative initiatives.

Supervisory Responsibilities:

  • Oversees the IT Department assistant directors and IT Divisions;
  • Performs complex leadership supervisory and management responsibilities for the Department of Information Technology.

Essential Functions:

  • Serves as the chief operating officer of the Department and oversees all divisions programs and services with a focus on performance productivity customer service quality improvement and staff development;
  • Serves as the acting Director of Information Technology in the Directors absence to represent the department in all matters as needed;
  • Advises theCounty Executives Office Director of Information Technology andother members of the Organizational Leadership Teamon matters related to the work of the Information Technology Departmentas requested;
  • With the Director plans and executes the overall management of programs budget and activities of the Department of Information Technology;
  • Executes with experience in technology project management and is responsible for planning and overseeing projects to ensure they are completed in a timely fashion and within budget. Plans and designates project resources prepares budgets monitors progress and keeps stakeholders informed the entire way ensuring this is accomplished within the confines of the Countys Mission Vision and Goals;
  • Provides technical consultation to the Director and Enterprise Architecture Council (EAC) serving as lead for the EACs Information Technology Consulting Services group and a member of the EAC ;
  • Assists in the development and review of the annual comprehensive technology plan for the County which includes goals and objectives to address identified County technology needs and the necessary resources staffing and training required to support these areas;
  • Collaborates and partners with stakeholders across the County and partner agencies and must be an outstanding communicator in both oral and written forms conveying technically complex information and concepts in easily understood terms to stakeholders; Prepares and presents to the public organization and/or Board of Supervisors as needed;
  • Maintains a strong working knowledge of all technology opportunities at the local state and national level both public and private;
  • Keeps abreast of new knowledge research products and services in technology that will benefit Albemarle County Local Government and community;
  • Performs other duties as assigned.

Competency: Knowledge / Skills/Abilities:

  • Extensive knowledge of telecommunications software and hardware;
  • Comprehensive knowledge of all phases of systems analysis programming and computer operations;
  • Thorough knowledge of and experience with terminology practices and techniques of strategic planning and project management;
  • Knowledge of modern finance and personnel procedures as related to automated systems;
  • Comprehensive knowledge of comparable computer hardware and software;
  • Ability to establish and maintain effective working relationships with county and school officials principals department heads and other key personnel;
  • Ability to determine departmental needs of an information system and formulate an effective program to meet these needs;
  • Ability to write clear and concise reports;
  • Ability to plan and supervise the work of technical personnel;
  • Ability to assess the needs of the organization and plan IT resources in the most effective manner.

Required Education and Experience:

  • Any combination of education and experience equivalent to graduation from an accredited four-year college or university supplemented by a masters degree in technology or related field;
  • Minimum of seven years supervisory experience with demonstrated skills in leadership and team addition a minimum of seven years of professional experience with Information Technology is needed.
  • Demonstrated experience in IT project management;
  • Possession of a valid drivers license issued by the Commonwealth of Virginia. This position is required to drive and must meet eligibility requirements of the Countys safe driver policy;

Preferred Qualifications / Certifications:

Preferably one of the following:

  • Baccalaureate degree from an accredited four-year college/university in computer science information

systems management business management or project management supplemented by a masters degree in public administration planning or business administration or similar professional development training with an emphasis on leadership skills;

  • Experience with the High Performing Organization framework preferred but not required if experienced with other performance management systems;
  • Certifications such as HDI A Network MCP MCSA MCSE ITIL PMP PBA ECBA CCBA CBA.
  • Additional experience may be substituted for education;

Physical and Mental Requirements:

  • Work is typically performed in an office setting data center or conference rooms. Frequent movement among offices and some lifting of light objects is required;
  • Frequent and regular contact is made with the County Executives Office elected officials and organizational leadership. Regular contact with professional consultants and contractors. Occasional interaction with the public community groups and the media is possible.;
  • Occasional need to perform urgent tasks to meet organizational deadlines;
  • Occasional work after normal business hours or on weekends;
  • Occasional operation of county vehicles to travel to locations throughout the county is required;
  • Employees in this position may be considered essential personnel and fall under Albemarle County AP-4 and in addition be subject to working overtime being held over or called back for disasters local emergencies or special events
