Job Summary

Position: Technical Writer
Location: Remote
Scope/Background:
  • Client is responsible for tracking and reporting progress toward the States climate action goals.
  • The Climate Action Tracker (CAT) is intended to measure analyze and publicly communicate progress across a defined set of climate metrics.
  • The solution will be hosted in the States Microsoft Azure environment and leverage Power BI Premium for analytics and visualization.
Project Overview:
  • Client is seeking a qualified vendor to design build and deliver the Climate Action Tracker including data architecture Azure-based data engineering Power BI dashboard development testing accessibility validation training and handover.
  • The solution will serve both State stakeholders and the public as a transparent reporting and education tool.
Type of Project:
  • IT Consulting Data Engineering Analytics and Business Intelligence Services engagement under the IT Consulting and Technical Services IDIQ.
  • Fixed-price deliverables-based project focused on Azure data architecture Power BI analytics governance and State enablement.
Role Summary: The Technical Writer is responsible for developing training materials and documentation to enable State staff to independently maintain and extend the Climate Action Tracker.
Minimum Qualifications:
  • Demonstrated experience delivering Azure-based data and analytics solutions.
  • Strong experience with Power BI Premium.
  • Experience designing data models with historical tracking.
  • Experience working with public-sector stakeholders.
  • Ability to deliver training and documentation enabling State staff self-sufficiency.
Preferred Qualifications:
  • Prior State or government project experience.
  • Familiarity with Client standards or similar enterprise IT governance frameworks.
  • Experience delivering public-facing reporting or transparency dashboards.
  • Experience supporting accessibility standards (e.g. WCAG).
Primary Responsibilities:
  • Develop train-the-trainer and learn-by-doing materials
  • Deliver and record training sessions
  • Create user guides runbooks and operational documentation
  • Support final handover and knowledge transfer
  • Validate documentation accuracy in coordination with PM and Technical Lead
Expected Project Deliverables:
  • Recorded training sessions
  • User guides and operational runbooks
  • Final handover documentation package
Experience Requirements:
  • 5 years of training and technical documentation experience
  • Experience supporting Agile or technical delivery teams
Education / Certifications:
  • Bachelors degree preferred
