Senior Budget Assistant


Organizational Setting and Work Relationships

The Senior Budget Assistant supports the manager in ensuring that resource allocation decisions are properly documented and recorded budget submissions are thoroughly reviewed and evaluated to inform decision-making income and expenditure are processed in compliance with financial regulations and all financial records are accurately maintained and kept up to date.

The incumbent maintains regular liaison on administrative and budgetary matters with sections units and offices across the organization including Headquarters Global Shared Services (GSS) and regional locations.

Duties

  • Prepare budgetary and financial reports and tables to support internal processes such as the annual programme review revenue allocation mid-year review year-end closure finance meetings and other recurrent activities as well as ad-hoc reports and queries.

  • Assist in maintaining budgetary systems contribute to gap analysis and participate in testing system upgrades and enhancements.

  • Support the supervisor in financial planning including analysing past trends and future projections.

  • Assist in monitoring and managing donor grants including the appropriate financial reporting considering earmarking limitations. Record receipts and payments verify accuracy and completeness of documentation and maintain up-to-date status of allotments against obligations.

  • Assist with calculating and compiling cost estimates and projected budget requirements and assist in the preparation of budget statements for the assigned area.

  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision-making in risk-based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

  • Perform other related duties as required.

G-5 salary range: NET HUF 684059 - NET HUF 801181

Benefits:

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system:

Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan:

Locally recruited staff members in Hungary will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

Eligibility:
This position is advertised to internal applicants and UNHCR experience applicants.

Internal Candidates: current General Service staff members holding an indefinite or fixed-term appointment who at the date of the deadline for application are serving in the country of the vacancy at the grade of the position or one grade below or above as well as any candidates serving at higher grades who fulfil the criteria as per the job advertisement. Staff members must serve for a minimum of one year following assignment before being considered eligible to apply for another position within the same category.

The minimum one-year requirement is waived in respect of staff members whose position is being changed or who encumber a position identified as suitable in a comparative review process and staff members whose assignment/appointment through the AC is in a replacement capacity.

The UNHCR Representation for Central and South-East Europe RCSEE (Multi-County Office Hungary) currently covers 9 operations (Albania Bosnia & Herzegovina Serbia Croatia Kosovo Montenegro North Macedonia Hungary and Slovenia). UNHCR provides a range of services and assistance ranging from information provision and basic needs support for the most vulnerable to efforts related to socio economic inclusion legal aid and system strengthening. Offices also work on data collection protection monitoring advocacy and coordination to ensure a strong response and the respect of asylum space in the region for asylum- seekers regardless of nationality or gender.

The administration unit in Budapest leads the Admin and Finance work across all 9 countries with the help of decentralized admin/finance functions in the national offices located in Albania Bosnia & Herzegovina and Serbia. A similar structure is in place for the program unit. The Senior Budget Assistant will be working closely with both Program and Admin the incumbent shall report to Snr. Admin Associate in RCSEE in Budapest. The current composition of both Program and Admin units is 4 positions each in Budapest and 3 positions in other countries.

The Senior Budget Assistant will support detailed analysis of budgets across all three pillars (OPS/ABOD/STAFF) and across all 9 locations monitor the effect of exchange rate fluctuations and act as focal point for expenditure monitoring. The incumbent will support both units in processing financial transactions in ERP Cloud working closely with colleagues across the MCO as well as with GSS colleagues. With regards to the program unit the incumbent shall also support the monitoring and budgeting of earmarked funding.

Living and Working Conditions:

Hungary is located in a temperate climate zone having 4 seasons (spring summer autumn and winter). Winters are becoming milder with average temperatures around -5 centigrade on average during the daytime. Summers are hot occasionally reaching around 35 centigrade especially in July and August.

Budapest currently hosts the Global Service Centre (GSC) as well as the UNHCR Representation for Central Europe and South-East Europe a Multi-Country Office covering Albania Bosnia and Herzegovina Croatia Hungary Kosovo Montenegro North Macedonia Serbia and Slovenia.

No specific security conditions pertain to Hungary. Budapest is a safe metropolitan city however as in any other city caution shall be exercised when using public transport to avoid pickpocketing.

Accommodation is easy to find; short- mid- and long-term. The city offers a wide range of hotels Airbnb long term rents etc. Accommodation can be fixed using the services of property agencies but online solutions are also numerous.
