We provide our clients with professional services specialised aerospace and defence sales delivery and operational subject matter expertise. We are looking for personnel to join our team and support key client projects.

Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.

The NCIA provides a wide range of services including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.

Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.

To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Carries out risk management activities within a specific function technical area or project of medium complexity.
  • Identifies risks and vulnerabilities assesses their impact and probability develops mitigation strategies and reports to the business.
  • Involves specialists and domain experts as necessary.
  • Uses standard techniques to elicit specify and document requirements for simple subject areas with clearly-defined boundaries.
  • Assists in the definition and management of requirements.
  • Assists in the creation of a requirements baseline.
  • Assists in investigating and applying authorised changes.
  • Proposes and agrees the configuration items (CIs) to be uniquely identified with naming conventions.
  • Puts in place operational processes for secure configuration classification and management of CIs and for verifying and auditing configuration records.
  • Develops configures and maintains tools (including automation) to identify track log and maintain accurate complete and current information.
  • Reports on the status of configuration management.
  • Identifies problems and issues and recommend corrective actions.
  • Assesses analyses develops documents and implements changes based on requests for change.
  • Ensures that operational processes are in place for effective change control.
  • Develops configures and maintains tools to manage and report on the lifecycle of change requests.
  • Identifies problems and issues and recommend corrective actions.
  • Summarizes the overall process for developing new software for the company product line.
  • Differentiates respective roles and responsibilities of software engineering and other functions.
  • Identifies common issues and considerations for bringing a new product to marketplace.
  • Describes major phases checkpoints and deliverables.
  • Provides status reports for implemented IT service changes to senior management.
  • Implements routine changes in a live IT service environment.
  • Generates schedule and time estimates for IT service changes.
  • Participates in analyzing the risks costs and benefits of proposed IT service changes.
  • Documents the procedures and changes made in IT service.
  • Clarifies the similarities and differences among life cycles; easily labels and describe each phase.
  • Explains the basic concepts of a structured approach to application development.
  • Describes associated standards procedures and guidelines for the system development life cycle.
  • Highlights the major phases activities checkpoints and deliverables in the system life cycle.
  • Collect analyse and interpret quantitative and qualitative data to assess the impact of change initiatives across the organization.
  • Define and track key change performance indicators (KPIs).
  • Use data insights to identify risks and opportunities for improvement during change implementation.
  • Monitor trends and outcomes post-implementation to evaluate the effectiveness and sustainability of change efforts.
  • Create clear dashboards reports and visualizations to communicate findings to stakeholders at different levels.
  • Affinity with tools like Power BI Tableau and similar highly appreciated.

Essential Skills Experience and Certifications

  • 2 years of practical experience in managing change request from initiation to closure while engaging with relevant process owners and stakeholders.
  • ITIL Foundation Certification

Education

  • A minimum requirement of a Bachelors degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience.
  • Or exceptionally the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience that is/are of interest to NCI Agency that is at least 6 years extensive and progressive expertise in duties related to the function of the post.
