Job Summary

The Division of Public and Behavioral Health is recruiting for a Human Resource Analyst 2 in Las Vegas. The Human Resource Analyst 2 oversees Human Resource functions for the Division of Public & Behavioral Health (DPBH) Southern Nevada Adult Mental Health Services (SNAMHS) Stein Facility and will supervise two Human Resource Technician 2s. The incumbent will provide guidance on federal and state employment regulations consult with staff and management at all levels on diverse human resources issues participate in grievance resolution disciplinary actions advise on employee benefits and protections such as workers compensation FMLA ADA and catastrophic leave. Additional duties include developing HR protocols and procedures reviewing classification and compensation issues and preparing reports using Microsoft Excel Word Office 365 OneDrive and SharePoint. As part of the DPBH HR team this position is expected to provide exceptional customer service; address concerns accurately; and support the HR team.

Human Resource Analysts perform professional Human Resource functions for the central Human Resources Department or perform comprehensive Human Resource functions for a state department division or agency. Work may involve employee relations recruitment and selection classification and compensation employee development benefit administration staffing and payroll.

Essential Qualifications

Graduation from an accredited college or university with a Bachelors degree in public administration or a related field and two years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.

Job Duties

Incumbents plan and implement recruitment and examination activities.

Incumbents review positions and recommend appropriate classification and compensation levels.

Incumbents make presentations before a variety of hearing bodies.

Incumbents provide advice to department management line departments or employees on policy and rule interpretation.

Incumbents investigate employee complaints and recommend alternative solutions.

Incumbents conduct research prepare reports and present findings.

Incumbents perform related work as required.

Under general direction Human Resources Analyst IIs perform journey level work in one or more of the following areas: classification and compensation; recruitment and selection; grievance investigation; and policy development; also serves field departments as journey level generalist in support of major divisions or may support Human Resources Officer with very complex statewide specialized programs. The class is distinguished from the Human Resources Analyst I level by the level of independent judgment exercised and the journey level knowledge required. This is the journey level in the series.

Working knowledge of: principles practices methods of Human Resource administration of classification pay recruitment examination selection performance standards and evaluation and training; interviewing techniques.

Knowledge of: organizational structure of state government its agencies and divisions; position classification.

General knowledge of:employee relations; the methods of research and analysis; employee recruitment.

Skill in: interpreting and applying provisions of Nevada statutes rules and regulations; analyzing Human Resource problems and recommending solutions; effectively interacting with all levels of employees and management; written English sufficient to compose routine business correspondence and reports.
