The Opportunity
WSDOT is seeking an experienced Transportation Planning Specialist 5 (TPS5) to serve as the Regulated Materials Management and Compliance Program Supervisor in Tumwater WA. Located within the Compliance Solutions Branch of the Headquarters Environmental Services Office (ESO) this position plays a critical role in advancing WSDOTs strategic priorities ESOs Business Plan and agency policy through building strong partnerships responsive service delivery collaborative problem-solving and dependable follow-through.
In this leadership role the incumbent builds and maintains effective working relationships with program staff customers and internal and external delivery partners while leading facilitating and supervising the Regulated Materials Management and Compliance Program. This position provides statewide direction and oversight for regulated materials compliance supporting staff and customers with practical solutions-oriented services and deliverables that enables WSDOT regions and modes to safely efficiently and consistently meet environmental requirements and deliver transportation projects.
The program delivers essential services tools and technical support that help project teams navigate complex compliance challenges track and fulfill environmental commitments and move work forward. Through coaching mentoring and workforce development this position supports staff growth and effectiveness while fostering a collaborative and customer-focused team culture. The role also advances proactive risk management by helping the agency reduce long-term legal exposure and environmental liabilities through consistent organized well-communicated compliance strategies and informed decision-making.
What to Expect
Among the varied range of responsibilities held within this role the TPS5 will:
- Lead facilitate and supervise a statewide Regulated Materials Management and Compliance Solutions Program that supports WSDOTs project delivery and business needs.
- Oversee program operations to ensure organized timely high-quality solutions-oriented customer service statewide across all phases of project delivery.
- Supervise staff and consultants by assigning work setting priorities facilitating collaboration and supporting effective performance.
- Plan administer and monitor a biennial budget of approximately $1 million and develop and oversee consultant contracts and related expenditures.
- Lead and negotiate interagency agreements in alignment with Branch Manager direction.
- Develop and implement biennial work plans performance measures and continuous improvement strategies aligned with program priorities and Branch goals.
- Recommend updates to statewide policies and lead the development and maintenance of procedures guidance tools and training related to regulated materials management and compliance.
- Monitor and evaluate legislative and regulatory changes and support policy alignment and agency responses.
- Assess customer needs and coordinate responsive program support using performance data compliance information and customer engagement.
- Provide strategic and technical expertise on complex regulated materials and contamination issues.
- Lead special projects and interagency coordination and perform other duties as assigned within program authority.
Qualifications
To be considered for this opportunity the following are required:
- Technical Expertise in Regulated Materials Management and Compliance:Ability to lead and oversee program operations to ensure effective consistent delivery of regulated materials and compliance deliverables and services. Applies knowledge of applicable laws regulations rules policies and procedures to guide staff assess and monitor compliance evaluate and respond to risk and support project delivery while maintaining safe practices.
- Regulatory and Policy Analysis: Ability to analyze and interpret regulatory and policy changes related to regulated materials communicate clearly to staff and customers and ensure program-level guidance supports consistent compliance and operational effectiveness.
- Project Deliverables: Ability to plan organize and supervise program deliverables ensuring that staff complete work efficiently within scope budget and schedule and that program goals are consistently met. Provides hands-on support and completes deliverables alongside staff when necessary to maintain program continuity and meet critical deadlines.
- Customer and Delivery Partner Relationships: Ability to develop and maintain positive trust-based relationships with customers colleagues delivery partners and regulatory agencies. Guides and coaches staff to communicate effectively and deliver high-quality service consistently.
- Communication and Plain Language Writing: Communicate clearly concisely and effectively at all levels of the organization ensuring staff understand program goals and expectations. Coaches staff in professional communication and effective customer and delivery partner engagement.
- Analytical and Critical Thinking: Apply critical thinking and program-level analysis to evaluate operations identify risks or inefficiencies and recommend solutions. Supports staff in effective problem-solving and decision-making.
- Technical and Digital Proficiency: Effectively use digital tools computers and office technology to lead program operations track deliverables and oversee staff performance. Guides staff in using these tools to achieve program objectives.
- Collaboration and Team Leadership: Lead motivate and supervise program staff and cross-functional teams ensuring alignment collaboration and accountability to meet program objectives consistently. Provides guidance and coaching to build team capability.
- Training and Workforce Development: Oversee and support staff development coaching and training to build a capable high-performing program team. Ensure staff have the skills and knowledge to meet program goals effectively.
- Emergency and Environmental Incident Support:Provide technical and regulatory expertise to support emergency and environmental incident activities. Oversees staff response to regulated materials incidents and issues providing guidance and coordination to ensure safety and compliance. This role does not serve as an on-scene first responder.
- Continuous Improvement and Innovation: Drive continuous improvement of program operations processes and staff performance to ensure consistent high quality program outcomes. Encourages innovation.

It is preferred that qualified candidates also have:
- Supervisory Experience:Demonstrated experience successfully supervising and leading a team providing guidance coaching and performance management to achieve consistent program outcomes.
- Technical Leadership Communication and Professional Judgment: Demonstrated ability to provide technical leadership subject-matter guidance and mentorship to staff or project teams communicate clearly on complex compliance issues and support sound decision-making in a supervisory or program lead context including situations without direct authority.
- Program Project and Compliance Delivery:Demonstrated experience supporting or managing regulated materials deliverables within complex programs or capital projects including integration with project delivery methods such as design-bid-build or design-build and exercising sound technical judgment to address compliance challenges.
- Applied Regulated Materials and Environmental Practice:Demonstrated ability to apply environmental scientific or policy-based principles to regulated materials assessment site evaluations compliance implementation and technical documentation within a regulated or public-sector environment.
- Regulated Materials and Site Assessments:Knowledge and ability to guide and oversee sampling site assessment and risk management activities.
- Environmental Compliance: Knowledge of and experience applying environmental compliance policy procedures and business practices. Experience providing guidance to staff to ensure consistent program implementation.
- Project Delivery Methods:Knowledge of and experience with design-bid-build and design-build project delivery methods.
In addition the following is required:
- Valid drivers license and the ability to operate a state-owned vehicle
- Meet the criteria of an Environmental Professional - 40 CFR 312.10(b) or be eligible within 1 year
- 40-hour HAZWOPER Certification or obtain within 1 year if not current
- AHERA Building Inspector Certification or obtain within 1 year if not current
- Washington Registered Site Assessor Certification or obtain within 1 year if not current
