Description
The City of Richmond Department of Public Utilities is currently seeking a qualified candidate for the position of Education and Outreach Manager (Program and Operations Supervisor). The selected individual will be a member of the DPU Communications Team helping manage and support the departments mission to provide timely and accurate information to the public and internal audiences on utility services programs projects and consumer responsibilities. Working under the direction of the Deputy Director Communications and Marketing this role will focus on day-to-day management of education and outreach staff and projects.
Duties include but are not limited to
- Actively manage the day-to-day activities of the education and outreach functions to ensure the successful execution of public awareness outreach and education initiatives.
- Assist with comprehensive and strategic communications marketing public relations and outreach strategies within the Department of Public Utilities to enhance public education and awareness.
- Stay abreast of federal and state regulations impacting the department to include Municipal Separate Storm Sewer System (MS4) Lead and Copper Rule and Natural Gas Safety.
- Develop and implement public education and outreach programs for stormwater and wastewater management lead service lines and natural gas safety to foster public engagement across diverse audiences.
- Assist with content for department-controlled websites and Intranet including written and digital content.
- Expand on educational initiatives in partnership with local schools including curriculum/material development and facility tours.
- Develop system for documenting tracking and reporting progress.
- Assist and/or lead the development of a robust social media strategy and assist with development of content across all platforms (i.e. X/Twitter Facebook Instagram Nextdoor LinkedIn etc.).
- Develop and manage partnerships with federal state and local stakeholders as applicable.
- Develop effective working relationships with internal staff.
- Lead the development of print and digital collateral materials for the department including presentations annual reports brochures signs posters banners infographics etc.
- Support regulatory compliance requirements through various means (i.e. videos PSAs tours outreach and community involvement) to include tracking and reporting.
- Conduct research provide updates make recommendations and implement solutions to achieve project goals and objectives.
- Lead develop and participate in meetings community events and other outreach activities during evening or weekend hours.
Qualifications Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelors degree in business or public administration or field related to assignment
- Four years of journey-level professional experience in area related to assignment
- A Masters degree in business public administration or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED TRAINING AND EXPERIENCE:
- Two years of managing staff to include managing workflow leading teams to high levels of performance evaluating performance and providing feedback.
- Two years of project management experience.
- Excellent written and verbal communication skills.
- Two years of professional communications marketing or outreach experience in the water and/or gas utility industry.
- Environmental regulation knowledge and understanding as it relates to water and stormwater management.
- Two years of public education or outreach experience in a local government utility.
- Advanced Microsoft Outlook Word Excel and PowerPoint skills.
LICENSING CERTIFICATIONS and OTHER SPECIAL REQUIREMENTS:
- Some positions may require a FMP (Facilities Management Professional) designation.
- Some positions may require a CFM (Certified Facility Manager) certification or the ability to attain a CFM certification within 12 months of appointment.
KNOWLEDGE SKILLS AND ABILITIES:
