Job Summary

Information Technology Services (ITS) at the University of Iowa is seeking an Associate Budget Officer to help execute the fiscal strategy that keeps ITS operating effectively today while planning wisely for tomorrow.

ITS powers the systems services and infrastructure that enable teaching research and administration across the University of Iowa. Behind that technology is a complex financial ecosystem that must be precise sustainable and forward-looking.

This role blends direct involvement in accounting operations with financial analysis budgeting and leadership of a high-performing team. Embedded in the CIO office the Associate Budget Officer works alongside IT leaders to help turn services and strategy into sustainable financial models while remaining actively engaged in the daily financial work that keeps those models running smoothly.

This role sits within the ITS Business and Administration team and reports directly to the Executive IT Director/ITS Budget Officer. You will work closely with leaders across ITS in an environment that values collaboration professionalism and respect.

Key Job Duties (not all inclusive):

Financial Oversight and Budgeting: Coordinate and prepare complex operating and capital budgets across a multi-department IT organization & build detailed cost-by-service models.

Financial Analysis & Strategic Planning: Perform advanced financial analysis to inform decision making.

Financial Reporting & Systems: Deliver timely decision-ready financial reporting. Lead the development of financial reporting tools and systems. Translate operational data into actionable fiscal insight.

Leadership & Development: Supervise and develop a team of finance accounting and warehouse staff.

Compliance & Operational Integrity: Ensure compliance with University policy and federal/state regulations.

Qualifications:

Required Qualifications:

Bachelors degree in Accounting Finance Business Administration or related field or an equivalent combination of education and related experience.

Experience (typically 5-7 years or more) related to fiscal management and/or comprehensive fiscal administration. Experience performing these functions in an academic environment preferred.

Experience with budget development and fiscal management including accounting and finance practices and procedures tracking revenue and expenditures as well as the relationships between revenues expenses cost allocations forecasting and reporting/evaluation.

Ability to analyze and interpret financial data and prepare financial reports statements and projections.

Experience reconciling complex financial data with a general ledger system and the ability to process reports and information from the system with a high level of accuracy.

Ability to understand information technology related services projects and processes.

Extensive experience with Microsoft Office software such as Excel Word PowerPoint etc.

Demonstrated knowledge and application of oral and written communication techniques and relationship building skills that develop the ability to clearly communicate and work effectively with a wide variety of individuals and groups.

Desirable Qualifications:

Masters degree in Accounting Finance Business Administration or related field is highly desired.

Knowledge of University and/or public institution budgeting and funding procedures as well as standards and documentation requirements.

Experience developing and maintaining complex budgets in a multi-faceted higher education setting.

Previous experience working in an information technology environment or technology-related organization.

Supervisory experience in hiring training assigning and evaluation of work.

Knowledge of or familiarity with University policies procedures and regulations.

Knowledge of policies and procedures regarding indirect cost recovery fringe pools sponsored grants and foundation grants.

Knowledge of University organizational structure workflow and operating procedures.
