Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administrations priorities. The Office of the Lt. Governor leads a broad portfolio of programs including Aerospace and Defense the Colorado Commission of Indian Affairs Disability Policy the Office of eHealth Innovation the Office of Saving People Money on Health Care and Serve Colorado.

Position Title: Senior Program and Impact Officer for Climate and Disaster

FLSA: Exempt

Organizational Relationships:

This position reports to the Deputy Director and Director of Programs and is part of the Serve Colorado team within the Colorado Lieutenant Governors Office.

This position supervises the following positions: N/A

Expected Annual Travel: Up to 15%

Position Summary:

Program and Impact Officers are the primary point of contact and portfolio manager for AmeriCorps National Service programs in Colorado. Senior Program Officers bring to the organization issue area expertise and experience with aligning grant making strategies to larger priorities.


This position supports program development strategic and effective grant making provides training and technical assistance to grant recipients monitors for compliance and supports Serve Colorados and the Governor and Lt. Governors broader initiatives.Essential Duties and Responsibilities:


Develop AmeriCorps Programs and Partnerships including:

  • Work with the Serve Colorado team and state agency partners to grow national service;

  • Develop and oversee implementation of a grant making strategy for Climate Resilience support for the outdoor recreation economy disaster mitigation adaptation and response programs;

  • Support the development of new partnerships;

  • Participate in the development implementation and maintenance of policies objectives and short and long term planning including Colorados State Service Plan;

  • Represent the agency at various climate conservation and disaster community and/or interagency meetings and promote existing and new programs and/or policies as needed;

  • Manage a portfolio of planning grants that support environment and disaster program development.

Participate and support Serve Colorados AmeriCorps grant application and grant making processesincluding:
  • Review and score grant applications interview applicants and make recommendations to Serve Colorado leadership and the Grant Review Committee.

Manage a portfolio of AmeriCorps program grantees including:
  • Facilitate trainings meetings check-in calls or other events with State grant recipients as needed;

  • Provide training and technical assistance to subgrantees and grant applicants to ensure programs are aligned with policies and objectives of Serve Colorado and AmeriCorps;

  • Work with individual grantees to identify goals and resource needs to grow and increase program impact;

  • Partner with State of Colorado colleagues and/or external issue-area experts to deliver high-quality training and technical assistance to advance program impact;

  • Identify how the administrations priorities strategically align with grantee/program partners core competencies to continuously seek to grow and innovate to meet the needs of Colorado;

  • Prepare bi-annual grantee progress reports;

  • Assess administrative needs of grant recipients develop and maintain records and reports corrective action plans recommendations and assessments to ensure compliance and advance continuous improvement of program quality;

  • Conduct periodic grant recipient programmatic reviews through on-site and/or desk reviews to ensure compliance with all federal and state regulations and if necessary resolve areas of programmatic non-compliance;

  • Stay abreast of industry trends and staffing needs through research collaboration with cognizant issue-based State colleagues higher education leaders and other relevant external partners to help Serve Colorados portfolio of programs innovate recruit and develop as needed;

  • Monitor and amend AmeriCorps State grant recipient information contained in and/or entered into AmeriCorps eGrants Portal.


Other general activities include:

  • Provide staff support to the Lt. Governors Office and the Governors Office on issues related to service and volunteerism and the Commission as needed;

  • Adhere to all health and safety protocols in the planning and execution of activities;

  • Use word processing spreadsheet database and scheduling software applications to prepare correspondence plans reports schedules and other documents related to the project;

  • Provide continuous effort to improve operations streamline processes and work cooperatively and jointly with internal colleagues and external partners to provide quality customer service;

  • Participate in team retreats staff development and project teams as required;

  • Participate in conferences and workshops--some out-of-state--as required;

  • Other duties as requested and required.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Education/Experience:

  • Knowledge and experience in working on natural resource climate conservation and/or disaster issues;

  • Knowledge and experience with AmeriCorps and/or national service programs;

  • Ability to travel up to 15% of your time


Knowledge of:

  • Best practices/principles of the grants management process program development program administration and evaluation including performance measurement;

  • Strong writing and communication skills;

  • The ability to read and interpret Federal and State laws and regulations;

  • Strong project management skills and attention to detail;

  • Strong problem-solving skills including experience in identifying solutions formulating policy and developing and implementing new strategies and procedures;

  • Strong people skills including experience working effectively with a wide range of constituencies in diverse communities and ensuring a focus on equity;

  • Computer skills including proficiency using Google Suite programs.


Ability to:

  • Exercise independent judgment within broadly defined policies and practices in developing methods techniques & evaluation criterion for obtaining results;

  • Comprehend analyze interpret and correlate technical material and data into real time issues and a variety of written reports and trainings;

  • Facilitate group processes;

  • Establish and maintain cooperative productive working relationships with other agency personnel state and federal government units grant recipients the nonprofit sector and the public through effective motivational and leadership skills;

  • Analyze problems and articulate remedies both in writing and verbally;

  • Learn web-based reporting system(s);


The scope of work in this position is broad and complex often involving multiple project elements and audiences. Project timelines are often short assignment deadlines are often determined by external shifting factors and the incumbent will be expected to manage multiple projects simultaneously. The incumbent must be self-directed work independently and possess sufficient control of the workflow to deliver high-quality work products in a fast-paced environment.
