Job Summary

SHAPE is looking for employing a qualified and suitable candidate to fill this post as a temporary staff for 6 months with a possibility of extension. If you meet the requirements described in the job description below and wish to work in a fast-paced international environment this post is for you.

In view of the nature and of the urgency of this temporary position it is important for candidates to be available for temporary practice this implies being in possession of valid NATO security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it therefore only encourage applications for this post if you are already or have previously been in possession of a valid NATO security clearance.

POST CONTEXT

SHAPE is the strategic level command responsible for the preparation planning conduct and execution of NATO operations missions activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance.

Management Directorate (MGT) manages the daily work inside the headquarters. It organises staff tasks official visits and communication with countries that have representatives at SHAPE. It also takes care of buildings and services on the base.

Base Support Group (BSG) makes sure the SHAPE base has everything it needs to function: buildings services and infrastructure. It ensures the base is safe and meets required standards.

Infrastructure Storage and Supply Branch (ISS) handles everything related to engineering maintenance logistics and transport for the base. It works closely with Belgium (the host nation) to make sure the base has what it needs.

Infrastructure Management Section (IMS) plans how the bases buildings and facilities should be developed. It manages construction repairs and upgrades and coordinates these activities with the host nation.

Infrastructure Maintenance and Works Cell (IMW) checks and manages all repairs and maintenance on the base. It ensures safety rules are followed reviews requests for new work manages equipment and makes sure money is spent wisely. It also ensures all work meets host nation standards.

PRINCIPAL DUTIES

The incumbents duties are:

1) Analysis of current carried out planned preventative maintenance (PPM) :

a. Utilize Integrated Engineering Management System (IEMS) for analysis system based.

b. Review Standard Operating Order (SOO) together with dedicated Shop Foreman and Supervisors.

c. Review of current used EXCEL data sheets and comparison to IEMS capabilities to identify gaps.

d. Check for missing details and rooms for enhancement.

e. Search ways to restructure and streamline the SOO work organization & process IOT gain efficiency.

2) Assessment of current PPM:

a. Provide assessment report with courses of action.

b. Discuss courses of action and rooms for improvement or redesign with chain of command as well as IMW staff and all stakeholders.

c. Figure out possibilities for software support ICCW ADP section.

3) Development of PPM Plan :

a. Plan should reflect all necessary pro active maintenance carried out:

Carpentry

Electricity (Low and High Voltage)

Plumbers

Water Treatment

Metal Works

Painting (Painting Cycle Programme)

Roads and Grounds (Lawn Mowing)

Masons (Road Signage)

Heating

HVAC

b. Plan should contain:

planned maintenance periods (ICCW Works Coordination Officer) in accordance with HN and system requirements for at least the next year to follow.

supervision elements (where have the works already been conducted to be filled by Foreman on the IEMS).

Alert System if maintenance is not conducted.

4) Implementation and Sustainment of PPM Plan:

a. IEMS Implementation ICCW ADP Section.

b. Training of Foreman and IMW Staff for acceptance and appropriate usage.

c. Quarterly follow up and improvement reports for constant adaptation.

5) Replacement of Assistant Facility Management in absence taking over the tasks of Assistant as required and ordered.

6) Administration : supports IMW Cell

ESSENTIAL QUALIFICATIONS

Professional/Experience

Experience in operating a planned preventive maintenance system and general administration procedures commensurate with managing a facility support organisation.

Education/Training

Higher Secondary education and completed Intermediate vocational training in economics accounting business administration public administration finance engineering or related discipline leading to a formal technical or professional certification with 3 years post related experience or a Secondary education and advanced advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

Language

English SLP 3322 (Listening Speaking Reading and Writing)

French PLS 3322 (écouter parler lecture et écriture)

DESIRABLE QUALIFICATIONS

Professional/Experience

Previous experience working in or with international organisations.

Experience working with minimal guidance and supervision.

Education/Training

University degree in an engineering discipline.

WHAT WE OFFER

38 hours per week schedule;

2.5 paid days of leave per month worked;

Fulfilling working atmosphere in an international and military community;

Contract period: 6 months with possibility of extension

Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;

Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57% of basic salary (2/3 payable by the Organisation and 1/3 payable by staff);

For staff eligible under NATO rules there is also a dependent child allowance and coverage for dependent children for medical benefits.

Candidates possessing a valid NATO or National security clearance will be given priority consideration.
