Key Responsibilities:

As part of the Humanitarian and Emergency Affairs Department of World Vision DevelopmentFoundation Inc. (WVDF) the purpose of this position is to provide strategic and operational support toWorld Visions local partnering engagements (pre and post crisis) and capacity strengthening for disaster and climate risk reduction and management. This is with the end view of creating an environment orcondition that addresses emergency preparedness and resiliency of the organization and communities including children and their families from crises and complex humanitarian emergencies.

KEY RESPONSIBILITIES:

1. Local Partnership and Humanitarian Community Engagement

  • Building on existing approaches and experience of WVDF initiate relationship building for potential local partners and maintain and nurture existing ones and grow the WVDF network of local partner
  • Facilitates and supports the HEA Directorin establishing a harmonised partnering strategy and framework for climate and disaster risk reduction and management to support WVDF strategic objectives and priorities.
  • Provide regular updating and analysis of the humanitarian partnering landscape and identify and recommend strategic options and/or partners that build/s World Visions role as a support to local organizations as partners. This includes regular strategic mapping of partners (potential and existing) in the country to analyse the alignment with WV strategies and SOs/Donors/Corporate partners priorities and opportunities.
  • Drafts/updates humanitarian local partnering engagement plan and guidelines for high-risk areas in collaboration and coordination with HEA colleagues development operations team/s and other relevant functions
  • Provide support in the assessment and facilitation of local partnering agreements including consortia agreements and in the conduct of strategic planning with partners. Partnering should have a long-term view.
  • Conceptualise prepare and facilitate meetings or events with partners capturing key decisions and strategic discussions to support the collaborative design and implementation process and to manage communication with partners and stakeholders.
  • Actively engage local partners in developing humanitarian project/program design and adaptation plans Support humanitarian operations in monitoring partner engagements performance and growth ensuring experiences and learnings are documented for organizational use and enSuring regular and open/transparent communication with local partners
  • Build maintain and update partners data
  • Assists in departmental strategic and operational planning and monitoring to support delivery of quality programmes/projects organizational preparedness and response initiatives and approaches

2. Capacity Strengthening of Local Partners and WV Staff

  • Leads and coordinates the conduct of humanitarian partnering capacity assessment of identified and selected local partners in coordination and collaboration with other HEA functions and other functions before formalization of partnerships
  • Work together with local partners and/or stakeholders and relevant WV staff in developing capacity strengthening priorities and appropriate approaches and action plan with agreed metrics for measuring progress or success
  • Develop and implement appropriate local capacity strengthening modules for identified local partners and WV staff with appropriate approvals
  • As a member of the HEA team contributes and supports the capacity building of NRRT/surge teams on humanitarian partnering.
  • Contributes to organizational local partnering and public engagement efforts and to knowledge production and dissemination within World Vision partnership

3. internal Support and Engagements

  • Supports HEA humanitarian programmes and operations functions: a) Collaborates and contributes in the analyses of donor landscape and opportunities vis-à-vis local partnering landscape and capacities and resource mobilization or acquisition strategies b) Providing technical support in proposal development on local partnering c) Technical support in partnering processes of projects/programmes including negotiation with partners and review of agreements
  • Closely coordinate and work collaboratively with the development operations unit for DM/HEA local partnering concerns in programs and projects located in high-risk areas.
  • Works collaboratively with other HEA functions and coordinates with other frontline and support functions of WVDF to ensure timely completion and achievement of HEA business plan
  • Performs other related duties as assigned by HEA Director to ensure the success of the team
  • Participates in corporate and team events or activities including spiritual formation activities that help staff well-being and life balance
  • Adheres to World Vision policies and guidelines including safeguarding data privacy safety and security protocols and WV code of conduct
  • Contributes to a positive and constructive team culture

QUALIFICATIONS:

  • Bachelor of Science graduate or with advanced university degree (Masters or higher) in discipline/s related to World Vision line of work or ministry (Social Science or related fields Community Development Social Work Political Science and other relevant fields).
  • At least three to five years of relevant professional experience in disaster risk reduction and management including a background in research organizational or institutional capacity building especially with community-based organizations and humanitarian emergencies work.
  • In-depth knowledge of partnership development project planning and management.
  • Diplomatic communication and negotiation skills to establish and maintain partnerships to develop close and effective working relationships with local partners and stakeholders.
  • Confident understanding on humanitarian principles and Core Humanitarian Standard.
  • Familiarity with child protection and safeguarding commitments and processes as well as familiarity with political and governmental policies and processes that supports civil society organizations participation in local governance and development.
  • Excellent verbal and written communications and analytical skills.
  • Have the ability to work under pressure and exercise good judgement in diverse and complex situations.
  • Strength in coaching and mentoring.
  • Team player and adaptive in context of diversity.
