You will need:
Bachelors degree in international development social sciences and/or gender studies or relevant fields preferably with advanced training.
At least 8 years of relevant professional experience in program monitoring design implementation and reporting with preference for experience in one of ADBs regions (e.g. Central and West Asia East Asia South Asia Southeast Asia or the Pacific)
Experience of working in monitoring and evaluation with preference for experience on analysis and monitoring of programming on gender equality
Experience of capacity development and delivering training on gender equality to a wide range of stakeholders including government staff the private sector and civil society organizations.
Excellent oral and written communication skills in English.
Demonstrated ability to engage effectively with counterpart governments as well as a range of stakeholders e.g. bilateral donors.
Strong leadership qualities and interpersonal skills.
Solid analytical organizational and negotiation skills.
Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
Written and verbal proficiency in English

This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027) a strategic initiative aimed at enhancing ADBs in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices when required.
This opening is a local staff position. It is open only to nationals and residents of the Philippines.
This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.

The position of Gender Officer is assigned to the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations knowledge innovation and partnerships. You will be based at our Headquarters in Manila Philippines.
You will report to the Principal Social Development Specialist (Gender and Development) CCGE.
As a Gender Officer you will support monitor and report on gender equality outcomes across ADB operations providing technical support to regional thematic and sectoral teams. The position will support processing and administration of loans grants and technical assistance on gender equality and also provide sector-level operational and coordination support at the regional and developing member country (DMC) level. Knowledge management policy dialogue support and oversight of the divisions gender mainstreaming portfolio including technical assistance projects and activities will also be an important output of this position.
Support the incorporation of gender equality outcomes and designs in projects and programs working closely with thematic sector and regional teams. Provide support in the identification development implementation of loans technical assistance (TA) projects and knowledge products and services that can strengthen gender equality operations.
Monitor implementation of the divisions corporate gender targets and provide technical support to CCGE staff and regional/sector departments data analysis on performance of corporate gender targets. Update processing and implementation databases and provide regular updates on performance against departments corporate targets.
Under the guidance of supervisors coordinate and provide technical advice and support to relevant staff in Executing Agencies (EAs) or Implementing Agencies (IAs) or private sector clients to ensure effective implementation and monitoring of ADB project Gender Assessment and Action Plans (GAAPs).
Participate and provide input into loan/grant inception and review missions to monitor progress towards achieving GAAPs.
Review and provide inputs into relevant project documents (e.g. GAAPs Project Completion Reports memos survey tools gender case studies etc.).
Support the organization and conduct of training for clients (EAs/IAs private sector clients as relevant) and project staff on gender mainstreaming training or others.
Support the creation of knowledge solutions on gender and development including case studies blogs gender briefings and regular country specific gender updates.
Support activities for advocacy dissemination and knowledge building on gender and development both internally and externally.
Perform other duties as assigned by the supervisor.
