Primary Function:
The Senior Procurement Manager (SPM) leads procurement execution for assigned EPC projects ensuring materials equipment and services are procured efficiently competitively and in alignment with project schedules budgets and risk objectives. This role translates corporate procurement strategies into actionable project-level plans oversees supplier performance mitigates supply chain risks and supervises project-level procurement personnel. Working closely with Engineering Project Management Construction Project Controls and Field Leadership the SPM ensures reliable compliant and cost-effective procurement outcomes that support successful project execution

Reporting to Director of Procurement this position will be based at the corporate office at 12301 Kurland Drive Suite 400 Houston Texas.

Duties & Responsibilities
Employee may be called upon to perform any or all of the following functions:

Project Procurement Leadership

  • Lead procurement execution for assigned EPC projects ensuring materials and services are delivered on schedule within budget and to quality standards.
  • Translate corporate or enterprise procurement strategies into actionable project-level plans.
  • Serve as the primary point of escalation for procurement issues within assigned projects liaising with the Director or senior leadership for portfolio-level decisions.
  • Supervise project-level procurement staff including buyers and procurement coordinators providing guidance mentoring and performance feedback.

Cross-Functional Coordination

  • Partner with Engineering Project Management and Construction teams to ensure procurement aligns with technical specifications constructability and project sequencing.
  • Collaborate with Project Controls and Finance to monitor project commitments material-related risks and cost forecasts.
  • Support bid-phase and project startup activities including vendor selection pricing validation and long-lead material planning.

Supplier & Risk Management

  • Manage supplier qualification sourcing negotiation and performance monitoring for project-level suppliers.
  • Proactively identify and mitigate procurement risks including supply chain disruptions long-lead items and schedule impacts.
  • Resolve project-level procurement issues such as supplier disputes material shortages quality concerns or delivery delays.
  • Promote compliance with safety quality ethics and regulatory standards within the project supply chain.

Governance Compliance & Continuous Improvement

  • Ensure procurement activities comply with company policies contractual obligations and applicable regulations.
  • Maintain accurate procurement documentation purchase orders and audit trails for assigned projects.
  • Support process improvements and lessons learned initiatives to enhance procurement efficiency and supplier performance at the project level.

Minimum Qualifications / Experience

  • Bachelors degree in Supply Chain Management Engineering Business Construction Management or a related field.
  • 710 years of experience in procurement or supply chain management within EPC construction utility power or industrial environments.
  • Experience leading project-level procurement teams supporting EPC or large-scale construction projects.
  • Solid understanding of EPC project lifecycles and integration of engineering procurement and construction activities.
  • Experience executing sourcing strategies for engineered equipment materials and subcontracted services.
  • Experience supporting supplier negotiations contract execution and ongoing supplier performance management.
  • Familiarity with procurement systems ERP platforms and material tracking tools.
  • Strong cross-functional collaboration skills working effectively with engineering construction field services and project management teams.
  • Effective communication skills for presenting procurement status risks and recommendations to project and functional leadership.
  • Ability to manage multiple projects and priorities in a fast-paced environment.

  • Experience mentoring and evaluating project-level procurement or supply chain personnel.
  • Understanding of constructability material standardization and project-level lifecycle cost considerations.
  • Experience managing supplier performance and mitigating procurement risks proactively within projects.

Physical Requirements:

  • Ability to sit for extended periods while working at a computer (meetings scheduling reporting).
  • Ability to stand and walk intermittently during office or site visits.
  • Ability to travel to project sites and offices as required (typically short-duration visits).
  • Working extended hours including weekends may be required periodically.
