Description of Work

The eCR Rhapsody Technician position provides technical and analytical support for electronic case reporting (eCR) within the Communicable Disease Branch of the Division of Public Health. The role focuses on coordinating and guiding hospitals and physician groups in implementing eCR mapping and validating case report data and ensuring compliance with public health reporting standards.

Responsibilities include working closely with IT staff managers and healthcare administrators to design test and deploy data integration solutions using Rhapsody and related technologies. This position supports statewide disease surveillance by expanding eCR capabilities and maintaining accurate secure data exchange between healthcare facilities and NC DPH systems.


Key Duties Include:
- Coordinate implementation of electronic case reporting (eCR) for hospitals and physician groups across North Carolina.
- Guide healthcare facilities through onboarding processes including mapping testing and validating case report data submissions.
- Develop and maintain data integration workflows using Rhapsody and other interface engines to support secure data exchange.
- Collaborate with IT staff managers and hospital administrators to define technical specifications and project deliverables.
- Expand the list of diseases supported by eCR in alignment with public health reporting requirements.
- Write and review technical documentation including system specifications and data mapping guides.
- Perform quality assurance testing on HL7 messages and other data formats to ensure compliance with state and federal standards.
- Monitor and troubleshoot data transmission issues between healthcare facilities and NC DPH systems.
- Provide technical guidance and training to internal staff and external partners on eCR processes and tools.
- Support project planning and reporting by maintaining accurate records of implementation activities and outcomes.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $78467.00 - $117701.00

Recruitment Range: $78467.00 - $98880.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Expert-level experience configuring and maintaining data integration workflows using Rhapsody or similar interface engines (e.g. Mirth Cloverleaf) ensuring accurate and secure data exchange between healthcare systems.

  • Demonstrated proficiency in mapping testing and validating HL7 messages and other healthcare data formats to meet state and federal reporting standards.

  • Proven success writing detailed technical specifications and collaborating with IT staff and subject matter experts to implement complex system solutions.

  • Advanced capability managing large-scale data systems including troubleshooting data transmission issues and optimizing workflows for electronic case reporting (eCR) and electronic laboratory reporting (ELR).

  • Extensive experience developing and maintaining technical documentation and providing training to internal teams and external partners on eCR processes and integration tools.
