Location:This is a full-time position located in Augusta Maine and allows for partial telework with management approval.
Core Responsibilities:
The position oversees Maines State-contracted crisis services continuum including Mobile Crisis Response Statewide Crisis Hotline Crisis Receiving and Crisis Residential. The position participates on the OBH Crisis Team working on service development system reform and model implementation aligned with SAMHSAs National Guidelines for Behavioral Health Crisis Care and the national standards for 988 Suicide & Crisis Lifeline. Management responsibilities include oversight of all programmatic activities for crisis services providers including developing and managing contracts approving and tracking invoices developing and participating in procurement of services ensuring timeframes for contract deliverables and overseeing program performance of service providers on a statewide level. The position participates on the OBH Crisis Team working on development reform and implementation of a system model aligned with SAMHSAs National Guidelines for Behavioral Health Crisis Care and the national standards for 988 Suicide & Crisis Lifeline. This position works closely with state and federal partners developing organizing and participating in all federally mandated webinars and conferences and presenting program status reports and informational reports to Department leadership for decision making. This position serves as Department designee on all related efforts and workgroups; upholds the vision and mission of the Department through utilizing the Maine OBH beliefs and principles in daily practice; and works cross departmentally on efforts associated with this population or program area to ensure maximum quality of service alignment of effort efficiency and to decrease duplication.
Responsibilities include:
Reviews modifies and implements policy and procedures for the implementation and expansion of programing on a statewide level for the Mobile Crisis Response Statewide Crisis Hotline Crisis Receiving and Crisis Residential services assuring services align with Department priorities and legislative and legal mandates.
Initiates assembles and presents materials including statistical and financial reports to meet any reporting requirements and for use in the development of grant and program objectives in conjunction with government agencies and other multi-disciplinary teams.
Acts as the liaison between the Community Programs the Department and other Departments in order to assure quality implementation and service delivery including quality assurance activities certification processes adherence to rules approvals for certain services and overall system cohesion.
Prepares reviews and monitors program design including policy and payment structures including any contracts necessary for the delivery of required services to assure quality and monitor utilization and costs.
Plans and monitors all program activities clarifying information to ensure uniformity and adherence to the objectives values and principles across the multidisciplinary teams and providers.
Reviews and presents program status reports and other informational reports for use by leadership in decision-making.
Minimum Qualifications:
Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a Bachelors Degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis.
Preference will be extended to applicants with a Masters Degree in Mental Health Social Services or a related field and/or a Maine Clinical Social Worker License.

of the Adult and Childrens behavioral health crisis services and system of care including applicable rules laws/statutes regulations policies and procedures governing services
to use data to drive decision-making and implement decisions resulting in changes to process
to direct and oversee the work of others as well as supervise subordinate personnel
