Duties and Responsibilities

  1. *Develops implements coordinates and maintains occupational and environmental health and safety programs for CTAHR departments units operations and CTAHR clientele to promote a positive safety culture.
  2. *Coordinate a Hazardous Materials Management Program in accordance with U.S. Environmental Protection Agency and other applicable rules and regulations. Develop and implement programs related to use of hazardous materials including pesticides and fertilizers.
  3. *Coordinate an Occupational Safety and Health (OS&H) program to ensure compliance with Hawaii Occupational Safety & Health (HIOSH)Standards Fire codes and other applicable rules and regulations. This includes conducting facility inspections training sessions and preparing written reports of inspections.
  4. *Conducts accident near-miss investigations to identify causes of injuries/illnesses. Recommends corrective actions. Maintains relevant accident statistics and conducts analyses of data to identify potential problem areas/operations.
  5. *Develop and maintain the CTAHR Emergency Preparedness Plan including emergency response plans for CTAHR facilities and operations.
  6. *Provides consultation on health and safety related issues for CTAHR facilities and operations.
  7. *Maintains liaison with appropriate agencies such as University of Hawaii (UH) Environmental Health & Safety Office (EHSO) HIOSH State Department of Agriculture and Health and other related groups and organizations.
  8. *Develops and implements educational programs related to use storage and disposal of hazardous materials in agricultural operations.
  9. *Conducts safety inspections of CTAHR facilities and to demonstrate inspection procedures for CTAHR extension faculty and clientele.
  10. *Develops and conducts a safety training program for CTAHR. Assist CTAHR units in preparation of specific safety training information and evaluates safety programs and training by incorporating CTAHR employee safety concerns.
  11. *Prepares written reports of inspections in accordance with UH policies and procedures.
  12. *Develop and manage remediation projects related to occupational and environmental health and safety issues. Coordinating with vendors/contractors and CTAHR entities includes but not limited to developing scopes of work composing bid documents for vendor/contractor pricing holding meetings formalizing vendor/contractor proposals and contracts managing completion of remediation with vendors/contractors and CTAHR entities.
  13. *Keep records of critical information required for occupational and environmental health and safety needs through electronic programs to include training tracking and other safety data reports.
  14. Provides staff and operational support to EHSO with CTAHR related initiatives inspections audits and investigations.
  15. Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Environmental Sciences Industrial Hygiene Public Health or related field and 3 years of progressively responsible professional experience with responsibilities for occupational and/or environmental safety and health industrial hygiene emergency management or laboratory-based research with safety-related responsibilities; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the area of environmental and occupational health and safety relating to workplace operations.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with environmental and occupational health and safety.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply use of software related to project including but not limited to Cloud-based inspection management systems learning management systems Bluebeam AutoCAD Revit Word Excel Project Trimble and Zoom (or any other video conference software).
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.



Supplemental Minimum Qualifications

  1. Considerable knowledge of the practices and procedures of agricultural workplace operations inherent safety hazards and the methods of abatement of such hazards.
  2. Considerable knowledge of general practices and methods utilized in safety and injury illness prevention programs.
  3. Ability to understand and follow complex oral and written instructions. Ability to communicate effectively both orally and in writing.
  4. Ability to analyze interpret and use sound logic and judgment in the application of a variety of laws rules regulations and codes.
  5. Possess the ability to learn or has knowledge of contract administration procedures and policies of the University and State of Hawaii.
  6. Working knowledge of Hawaii regulations related to worker safety including worker safety in high places.
  7. Ability to establish and maintain effective working relationships with members of the University community and individuals and agencies outside the University. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations
  8. Ability to travel independently to various geographical locations in a timely manner. Requirement may be fulfilled by a valid Hawaii drivers license (Class 3) comparable drivers license or other means of transportation that meet position needs.
  9. Ability and willingness to climb up ladders to get onto rooftops and look in to ceiling plenums access tight utility spaces and other areas of buildings/areas requiring assessment.



Desirable Qualifications

  1. Working knowledge of software related to project management including but not limited to Cloud-based inspection management systems learning management systems Bluebeam AutoCAD Revit Word Excel Project Trimble and Zoom (or any other video conference software).
  2. Possess the ability to learn or has knowledge of contract administration procedures and policies of the University and State of Hawaii.
  3. Able to prepare modifications to consultants and contractor contracts.
  4. Experience working in an environmental and/or occupational health and safety program preferably in higher education.
  5. Experience conducting safety inspections in laboratories shop facilities field sites and other research-related work areas preferably in higher education.
  6. Completion of industry specific certification or professional training.
  7. Possess professional training including but not limited to hazard waste hazard communications compliance certification training.
