Summary
This position supports the Business Development Operations Group. This is a mid-level position and entails assignments of medium scope and complexity. Uses a variety of standard methods and techniques in solving problems. Assists senior estimators and provides guidance to junior estimators. Will be responsible for preparing cost and price estimates on proposals for training products and services in accordance with Federal Acquisition Regulations. Effort includes developing basis of estimates and what-if analyses. Supports management reviews and interfaces with engineering supply chain and program management departments. Develops maintains and improves estimating methods and processes. Prepares and maintains historical cost data.
Essential Duties and Responsibilities

Responsible for supporting the preparation of estimates on proposals of medium-to-high complexity
Supports the Capture/Program Manager in defining customer requirements and developing a solution which meets the execution strategy schedule and price
Assist Senior Pricing Analysts on large/complex proposals
Interface with Marketing Capture Engineering Program Management Contracts Supply Chain Human Resources and other stakeholders for functional estimation activities
Review and interpret the Request For Proposal (RFP) to determine customer requirements in order to develop a compliant response
Prepare and validate cost estimates for sustainment engineering and manufacturing labor materials subcontracts and vendor data parts & equipment
Identify cost and price risks and apply to estimates where applicable
Lead cost estimation meetings and answer questions involving internal/external customers
Generate substantiated basis of estimates (BOEs)
Develop engineering parts lists and bill of materials from engineering system drawings
Develop different cost estimation projects and procedures for final approval by management
Prepare oral and written presentations; interfacing with fellow group members and other department personnel is essential
Demonstrate excellent organizational analytical and problem-solving skills
Flexible and comfortable working in a fast-pasted environment supporting proposal deadlines
Support Make/Buy Data Parts & Equipment (DP&E) decisions
Generate cost related questions to the RFP and review responses from customers to assess the impact
Support the generation of Request For Quotations (RFQs) to major suppliers and subcontractors (SOWs Specs etc.)
Prepare and lead Cost Kickoffs and Cost Reviews
Ensure commonality consistency and reuse across proposals
Support Price and FAR 15 reviews by providing cost estimate justification
Qualifications and Education Requirements
Bachelors degree in Engineering Finance Accounting Mathematics Business or another related field
Minimum 5 years of cost/price estimating experience in a technical environment
Ability to read analyze and interpret complex documents
Ability to respond effectively to inquiries and issues
Ability to generate effective oral and written presentations on complex subjects
Ability to define problems collect data establish facts and draw valid conclusions
Ability to interpret complex customer requirements from verbal and written communication
Ability to deal with a variety of abstract ideas
