Job Title: Project Portfolio Manager (PMO)
Location: Harrisburg PA 17120
Work Arrangement: Hybrid 1 day onsite per week
Duration: 5 months (with possible extension)

Position Overview
Navitas Partners LLC is seeking an experienced Project Portfolio Manager to support a PMO environment within a government-focused organization. This role requires strong consulting experience the ability to engage executive-level stakeholders and hands-on expertise in project portfolio management data analysis and enterprise platforms.
The ideal candidate brings a combination of business consulting system integration and technology expertise along with proven experience advising leadership on complex business and technical challenges.
Responsibilities
Provide strategic guidance to executive-level stakeholders using industry standards and best practices
Consult with leadership to define business needs identify challenges and recommend effective solutions
Conduct audits studies and surveys to gather data and analyze organizational or technical obstacles
Perform detailed data analysis to support decision-making and portfolio prioritization
Recommend improvements to processes systems and methodologies based on findings
Advise department heads on alternative approaches and optimal solutions
Support and mentor agency personnel and leadership teams
Deliver reporting and insights through clear documentation and presentations
Apply PMBOK-based project management methodologies including Waterfall or Kanban
Required Qualifications
10 years of project management experience
Strong experience in data analysis and reporting
Extensive experience providing consulting services to governmental entities
Proficiency with ServiceNow platform
Strong knowledge of PMBOK methodologies (Waterfall or Kanban preferred)
Proficient with Microsoft Office Suite especially Excel and PowerPoint
Excellent attention to detail communication and stakeholder management skills
Self-starter capable of working independently with minimal supervision
Preferred Qualifications
PMP or CAPM certification (highly desired not required)
Prior experience in PMO or portfolio management environments
Strong analytical and problem-solving capabilities
