This announcement serves to fill the vacancy in the following Regions: Covington and Baton Rouge.

The Extended Foster Care Specialist is responsible for providing services to address the needs of young people ages 18-21 who are transitioning out of foster care and need individual skill development and support to transition successfully into adulthood. The EFC Specialist will utilize the Youth Villages Life Set model for case management and work closely with their supervisor and Youth Villages clinical staff to develop individualized youth transition plans. The EFC Specialist has a caseload of 8-10 youth and will meet with youth a minimum of one time a week face-to-face and provide additional support via phone and text. The specialist is on call 24/7 (rotating paid on call on weekends) and must be able to work some non-traditional hours and work a flexible work schedule. The specialist must participate in individual and team supervision sessions weekly including clinical consultations by TEAMS weekly. Weekly team supervision is in-person and is held within the Covington Region. This position requires travel throughout East Baton Rouge and the Covington Region to meet the needs of youth on the specialists caseload.

A masters degree in social work is preferred.

Applicant must agree to be part of an on-call rotation on weekends and available to work flexible hours.

Minimum Qualifications

Three years of experience in child welfare; OR

Six years of full-time work experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NECESSARY SPECIAL REQUIREMENT:
Possession of a high school diploma or equivalent.

A current drivers license and access to a personal vehicle.

The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15.587.1 (c).

Job Duties and Other Information

Job Duties:

  • Provide individual services to young adults in or exiting foster care in the home and community setting.
  • Provide services to address the needs of young people transitioning out of care and need individualized skill development.
  • Work independently on routine assignments.
  • May serve as an assistant to the supervisor.
  • Responsible for all interventions associated with a specific young adult and their family.
  • Conduct ongoing assessment of the young persons needs from a strength focused solution-based perspective.
  • Attend all meetings related to the young adult and /or family.
  • Expected to be on call 24/7 (rotating on call at night and on weekends).
  • Attend and actively participate in individual and team supervision sessions and trainings.
  • Prepare information in written reports to courts and administrative review panels.
  • Perform other duties as assigned for the smooth operation of the Department.

Position-Specific Details:
Appointment Type: This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.

Work Schedule: Typically work hours are 8:00 am to 4:30 pm Monday Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.

As part of a Career Progression Group vacancies may be filled from this recruitment as a Child Welfare Specialist Trainee 1 2 or 3 depending on the level of experience of the selected applicant


In accordance with La. R.S. 46:51.2 the department shall conduct a State Central Registry (SCR) check for a potential employee of the department to determine whether or not said individuals name appears on a SCR subsequent to December 31 2009 and whose duties include: investigations of child abuse or neglect supervisory or disciplinary authority over children direct care to a child or performance of licensing surveys.

In accordance with state laws selected candidates must pass the following checks before any final job offer will be made: Drug Test Criminal Background State Central Registry and Louisiana State Police Sex Offender and Child Predator Registry.
