SUMMARY
The Data & Analytics Unit is responsible for collecting analyzing and interpreting healthcare data to support decision-making across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data using analytics to identify patterns predict outcomes and improve service delivery. The unit also ensures data integrity governance and regulatory compliance.
The Information Technology Specialist I supports and advances enterprise cloud modernization efforts with a primary focus on Microsoft Azure migration initiatives. This role provides advanced technical expertise in assessing planning and executing migrations of on-premises systems applications and data platforms to Azure. The position designs implements and optimizes secure scalable cloud infrastructure and services while ensuring alignment with organizational standards performance expectations and long-term technology strategy.
ESSENTIAL FUNCTIONS
- Serve as a senior technical resource for Azure cloud infrastructure and migration initiatives.
- Assess existing on-premises environments and develop Azure migration approaches for applications data platforms and supporting services.
- Design configure and implement Azure infrastructure components including virtual networks compute storage identity and security services.
- Execute and support migrations using Azure-native tools and industry best practices ensuring minimal disruption to business operations.
- Implement hybrid and cloud-native architectures that support scalability resiliency and performance requirements.
- Develop and maintain automation scripts and infrastructure-as-code templates to support repeatable and consistent deployments.
- Ensure Azure environments meet security compliance governance and cost management standards.
- Establish and maintain technical documentation standards and operational procedures related to cloud environments.
- Collaborate with application data security and DevOps teams to ensure cloud solutions integrate effectively with enterprise systems.
- Provide advanced troubleshooting and operational support for Azure-hosted systems including root cause analysis and remediation.
JOB QUALIFICATIONS
The ideal candidate will have strong experience with enterprise infrastructure cloud platforms and system migrations with demonstrated success transitioning legacy environments to Azure. This role requires deep technical knowledge of Azure services infrastructure design security controls and operational best practices. Experience working in structured project environments and producing technical documentation and stakeholder-facing materials is required.
Education/Experience
- Bachelors degree or higher from an accredited institution in Computer Science Information Technology/Systems or a closely related quantitative field.
- 6 years of hands-on experience in designing and implementing cloud data solutions.
- Experience designing and implementing enterprise-scale Azure data platforms from the ground up including Azure Synapse Analytics and supporting data services.
- Experience architecting and deploying Azure infrastructure components supporting data platforms including networking compute storage identity and security services.
- Expertise executing end-to-end data platform migrations using Azure-native tools ensuring performance scalability and minimal business disruption.
- Proven experience with big data technologies and frameworks such as Hadoop Spark Kafka.
- Experience in programming languages such as Java Scala C# for building data workflows and transformations.
- Experience with PySpark distributed data processing and notebook-driven development.
- 5 years experience with data visualization tools like Tableau and PowerBI and use of cloud data platforms
- Experience using project management tools and templates and experience using agile methodology and its application to software and data product development.
- Experience developing a variety of stakeholder materials including but not limited to dashboard reports concise stakeholder presentations and staff training materials/guides.
Certificates/Licenses/Clearances
- Successful clearing through the Live Scan process with the County of Los Angeles.
Other Skills Knowledge and Abilities
- Strong understanding of Azure governance cost management monitoring and security best practices.
- Familiarity with DevOps and CI/CD practices for infrastructure and platform services.
- Experience with backup disaster recovery and business continuity in cloud environments.
- Ability to evaluate emerging cloud technologies and recommend improvements aligned with organizational goals.
- Strong analytical troubleshooting and system design skills.
