The Compliance Assessment and Training Program Manager is responsible for overseeing and executing the compliance assessment and training functions of the South Carolina Department of Veterans Affairs in accordance with Titleof the South Carolina Code of Laws the Office of General Counsel 38 Code of Federal Regulation and external training requirements as directed by the Director of Veterans Services (The Palmetto Pathfinder Program). This position assesses that all County Veterans Affairs Offices (CVAOs) are in compliance with applicable laws regulations and policies and that their staff are properly trained and accredited to serve the Veterans of South Carolina effectively. The Compliance Assessment and Training Program Manager will prepare present and distribute reports based on complete CVAO compliance assessments.

Responsibilities of the Compliance Assessment and Training Manager:

  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches counsels and trains employees. Establishes and monitors work processes. Implement management policies and initiatives and promote teamwork.
  • Ensure full implementation of the requirements set forth under SC Code of Lawswhich mandates compliance assessment training and support for County Veterans Affairs Officers and their staff. Serve as the liaison between SCDVA and county governments in matters of compliance assessment and training. Conducts and leads a team for on-site evaluations of each County Veterans Affairs Office a minimum of twice per calendar year. Utilize standardized assessment tools to evaluate operational compliance case management procedures records handling and adherence to VA and state protocols.
  • Prepare detailed written reports and executive summaries of each county office evaluation. Provide recommendations for improvement and follow-up evaluations as necessary. Assists CVAOs with coordination and delivery of basic intermediate and advanced skills training as needed. Maintain accurate records of compliance assessments and follow-up actions.
  • Oversee the training and continuing education programs required for CVAO accreditation and re-accreditation. Coordinate with USDVA and national organizations to ensure training content meets federal and state requirements. Supervise the scheduling delivery and documentation of all training activities. Maintain up to date accreditation in accordance with Office of General Counsel Standards.
  • Develop and conduct semi-annual training sessions for CVAOs and their staff. Ensure curriculum addresses updates in federal and state veterans benefits laws changes in policies and best practices in service delivery. Assess training effectiveness through participant feedback and performance evaluations.
  • Coordinate with Veteran Services Programs to ensure proper preparation collaboration and execution of regional initial and sustainment Palmetto Pathfinder training by the SCDVA Training Officer.
  • Other duties as assigned.

Minimum and Additional Requirements

Minimum Requirements:

  • Bachelors degree and/or 10 years of relevant experience in leading and supervising a diverse team.
  • At least 5 years of experience in Veterans Affairs compliance training or program management.
  • Accreditation as a Veterans Service Office (or ability to obtain within 6 months).
  • Valid SC drivers license and willingness to travel statewide.
